- SOURCES SOUGHT NOTICE ONLY This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources in relation to their size classification in accordance with the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code is 339112 and the Size Standards in 1,000 employees. Your responds to the information requested will assist the Government in determining the appropriate acquisition method. The Government intends to award a firm, Fixed-Price contract to the successful offeror. DESCRIPTION OF ITEMS VISN 6 VA Medical Center is seeking qualified sources capable of providing Point of Use (POU) system(s) with supporting integration services to Medical Centers and affiliated Community Based Outpatient Clinics throughout VISN 6. The POU system will be required to communicate with existing VHA systems. The installation, service, maintenance, and training must be comprehensive and include all aspects of the proposed system(s) and their relationship to current VHA systems, policies, and procedures. The training should include a robust repository of materials designed to facilitate continued internal training by VHA personnel throughout the lifecycle of the POU system(s) proposed. The POU must include but is not limited to the following: 1.0 POINT OF USE (POU) SYSTEM: 1.1 Shall be new equipment. 1.2 System shall electronically manage inventory of supplies and track inventory use. 1.3 Shall permit authorized personnel to obtain point of use. 1.4 Shall allow access and permissions to functionality based on role of user. 1.5 Shall have barcode verification technology for supply storage, retrieval verification and administration of medical materiel. 1.6 Shall have MED Supply station reporting function and integrated report printer (i.e. inventory, discrepancy, return, and waste). 1.7 Shall have capability to inventory by: usage, lot number and expiration date. 1.8 Shall allow remote access to system\server from designated system administrator computer workstations. 1.9 System database shall have the ability to store operational data. 1.10 System reporting functions shall include but not be limited to: proactive diversion monitoring reports. 1.11 Shall provide on-site end user training. 1.12 Shall provide biomedical service technician training. 1.13 Shall provide advance system administer training. OTHER REQUIREMENTS will include but not be limited to: Shall install entire system and provide standard maintenance and warranty. Shall comply with Buy-American qualifying country requirements. Shall comply with Small Business Subcontracting plan requirements. All qualified sources are invited to respond to this notice and provide the following. 1) Responses must address each salient characteristic or group of characteristics to indicate whether the product to be offered can meet that particular requirement. 2) Responses must indicate whether similar supplies were provided to VA Medical facilities and/or the general public under terms and conditions similar to those stated in this notice. 3) Responses must include company name, address, telephone number, and point of contact (POC). 4) Responses must include brochures and capability statements that substantiate the technical experience and qualifications to provide the product. Responses must be received no later than 21 Dec 2018 at 4:00 PM EST. Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors will be required to be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
