- The Memphis VA Medical Center in Memphis, Tennessee is performing market research to determine if qualified firms exist to provide construction turn-key services for Project#614-19-108 to Replace four (4) Chillers in the main chiller plant (bldg. 21). Contractor shall provide all equipment, material, labor and expert supervision required to remove the existing four (4) chillers identified in this Statement of Work and replace with four (4) York Chillers and Controls. In addition, the contractor shall be responsible for integrating the new chillers into the current building automation-Energy Management System. However, a substantial portion of the work involves Open Market Items relative to construction services such as the electrical, mechanical, rental chiller, test & balance-commissioning, filtration skid, refrigerant tanks, and certain other incidental items required that can be obtained on the open market. This market research is being conducted to establish the availability of qualified firms under the NAICS code 238220. The following factors will be considered when reviewing the qualifications of firms responding to this announcement: The Prime Contractor must possess a current and valid state Mechanical License Or Demonstrate expertise in the replacement and installation of Chillers, Air-Handling Units, HVAC systems, High Pressure Steam Boiler systems, variable flow chilled water distribution systems, Variable Speed Drives (VSD). ***in lieu of state licensure, contractor must provide information on at least five (5) projects over the past 10 years that involved the work of any mechanical system as indicated in the paragraph above. *** The proposed procurement action will be a set-aside based on an order of priority as established in 38 U.S.C 8127. The Tier for consideration shall be as follows: (1) SDVOSB Concerns, (2) VOSB concerns, (3) Small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns.
