- Scope of Work for Steam Trap Survey at Cincinnati VAMC Contract Title: Steam Trap Survey Perform a steam trap survey of steam traps in manholes and on convector radiators at the Cincinnati VAMC at 3200 Vine St, Cincinnati, OH. This steam trap survey will involve buildings 1 and 3 for a total of approximately 600,000 sf. The contractor can refer to the Cincinnati VAMC Steam One-Line drawings done in 2013 that shows most of steam trap locations in Buildings 1 at the Cincinnati VAMC. Also, previous steam trap surveys indicate where many traps are at the facility. Neither the Steam One-Line nor the pervious steam trap surveys shall be considered a comprehensive list of every steam trap in the facility. The facility has gone through renovations over the years plus the One-Line Drawing and survey may have missed steam traps. This contract shall consist of one base year and four option years. The survey shall occur annually during the heating season from November to March. As a note, the convector radiator traps for Building 1 are shown on the Steam One-line drawings H10 thru H26 and H30 thru H31 from the basement level to the ninth floor. Certain convectors in Building 1 have a DDC control valves, and the contractor shall request that the DDC valve be opened one hour prior to testing. The contract shall also consist of all the traps on the Package Terminal AC units in Building 3. During the survey, the technician shall perform the following tasks: To assist the surveyor, the VA shall provide a maintenance person on a part time basis to guide the surveyor to locations of steam traps in the building on the initial survey. The contractor shall arrange a time for the steam trap survey to occur at least two weeks out with the Contracting Officer s Representative (COR). The steam trap surveyor shall supply all tools and equipment for the performance of the steam trap survey. The contractor shall place a metal label only on steam traps in the manholes. The contractor shall inspect each trap to determine if it is the correct trap for the equipment it serves and that it is installed correctly. The contractor shall use both visual and ultrasonic means to determine if the trap is working or has failed. For those traps on convector radiators that are concealed with a cover, it is acceptable to take temperature readings on the steam and condensate pipes to determine if the traps are working properly. The contractor shall provide a written report on the findings including a listing of all traps (Tag no. (where applicable), location, elevation, manufacturer, type of trap, model number, steam pressure, line size in and out, capacity, and comments). The contractor shall provide a separate list showing the failed traps along with an estimated cost to replace each failed traps, and calculated cost of steam losses based a rate of $22.10/klbs. The contractor shall identify if the trap is blowing thru, plugged, leaking, etc. along with the tag number of the trap, location, and equipment served. The contractor shall provide a summary showing the number of traps based on type (disc, thermostatic, F&T, etc). For those steam traps located in confined spaces, the contractor shall follow all applicable confined space OSHA and VA codes. Traps in confined spaces only need to be tested once a year. 2. SPECIAL WORK REQUIREMENTS: Hours: Services shall be performed according to specifications of Government point of contact and COR. The regular work hours for this facility are Monday through Friday 07:30 am to 4:00pm (EST). The contractor will need to take into account some Engineering Pipe-shop Personnel start their workday earlier than regular work hours and the contractor may need to adjust their schedule if they need assistance from the Pipe-shop. The contractor shall contact the COR when working outside normal working hours. Special Instruction: The contractor's representative will schedule all physical work at the Cincinnati VA location with the Engineering Department. Contact the COR at (513) 487-6698. Contractor shall send all service reports to the COR detailing the work performed. Noncontract Charges: The contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer. Fixtures: The contractor shall move all furniture and fixtures that may interfere in the performance of the work specified. The contractor shall reposition all furniture or fixtures moved upon completion of the work and clean the area. Property Damage: The contractor shall take all necessary precautions to prevent damage to any government property, and will notify the Contracting Officer immediately if damages occur. The Contracting Officer will authorize the contractor to remedy the situation in one of the following ways: be assessed current replacement costs for damaged property, replace damaged property in a timely manner, or correct the damages with like materials at no additional cost. Identification, Parking, Smoking, and VA Regulations: The contractor will need to acquire a badge for each worker when onsite, and ensure that the badge be worn in a visible location on the worker always while on the premises of the VA property. Due to parking limitations at the Cincinnati VA, the contractor shall park offsite. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in a citation answerable in the United States Dis trict Court. Smoking shall only occur in designated areas. Infection Control: The contractor shall follow the hospital infection control requirements to control dust during the implementation of this work. Being a Healthcare facility, there is a potential for exposure to blood borne or other infectious material with equipment throughout the hospital. All contractor personnel are cautioned and must use "Universal Precautions" (i.e. hand washing, wearing protective gloves, aprons, and goggles, etc.) as appropriate during the performance of this contract. Payment: Payment will be made annually in arrears, and upon receipt of a properly prepared invoice which references the period for which payment is due, the contract number and/or assigned purchase order number. The invoice must include the correct payment address. Personnel Qualifications: Contractor personnel performing the survey shall have at least three years experience in performing steam trap surveys including training on ultrasonic and infrared techniques for steam trap surveys. Service Quality: All services provided in this contract must meet manufacturers' performance and technical specifications, Federal Regulations, VA Regulations, and meet the requirements of The Joint Commission and Life Safety Code. The contractor shall document all maintenance and provide said documentation to the COR upon completion of each service action. Safety: In the performance of this contract, the contractor shall take such safety precautions as the CO or his/her designee may determine to be reasonably necessary to protect the lives and health of occupants of the buildings. The CO or his/her designee will notify the contractor of any non-compliance with the foregoing provisions and the action to be taken. The contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the contractor, or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the contractor fails or refuses to comply promptly, the CO may issue an order stopping all or any part of the work and hold the contractor in default. Interference to Normal Functions: Contractor personnel are required to interrupt their work at any time so as not to interfere with the normal functioning of the facility, including utility services, fire protection systems, and passage of facility patients, personnel, equipment, and carts. Photography: No photography of VA premises is allowed without written permission of the Contracting Officer except for infrared photos of steam traps and steam piping. Infrared photos shall be sent to the COR. Key Control: The contractor shall receive a key to mechanical spaces at the beginning of the survey and shall return the key after each survey. Utility Interruption: If it is necessary to shut down a steam line for a survey or trap repair, the contractor shall give the VA three weeks notice. The contractor shall be cognizant that some steam lines can only be shut off in the summer months. Other steam lines that are needed 24/7 will only be shut down one Saturday in September.
