Description
The Federal Aviation Administration (FAA), Office of Policy, International Affairs, and Environment (APL), contemplates issuing a screening information request (SIR) in order to meet the requirement for expert administrative and technical support services. APL is the agency lead for Aviation Policy, International Aviation, and Environmental issues. Specifically, APL coordinates the agency ™s reauthorization before Congress, and is responsible for national aviation policies and strategies including aviation activity forecasts, economic analyses, aircraft noise and emissions analyses and mitigation, and environmental policy. In addition, the Regional Administrators serve as the corporate representatives for the FAA Administrator in communicating with local, state and Federal agencies, the aviation industry (from manufacturing to air carriers), and community organizations. APL works closely with other Federal agencies on national and international policy, environmental and energy issues, as well as with industry partners, other civil aviation authorities, academia, non-governmental organizations, and community representatives to ensure the U.S. will continue to be the gold standard for aviation. In order to accomplish these tasks, APL requires contractor assistance with expertise in providing timely administrative and programmatic support services. FAA/APL anticipates awarding a one-year time and materials contract with a one-year extension option. The purpose of this market survey is to encourage statements of interest and capabilities from business concerns, including Service-Disabled Veteran-Owned Small Businesses; Small Business Administration 8(a) certified firms capable of providing the required support services. The survey will also assist FAA/APL with determining the extent of competition and procurement strategy. In order to make this determination the FAA requires capability statements from interested vendors. Capability statements should demonstrate the ability to complete the following Administrative Support, Courier Services and Visa/Passport Support and Transportation support tasks. In addition, capability statements should provide two (2) examples as a Prime contractor on previous and/or current Government contracts within the last five (5) years of similar size, scope, and complexity. Administrative Support Conduct research and analyses in support of administration and congressional proposals. Prepare documents with oversight from program office and communicate results of research and analysis to FAA management as required. Conduct research and analysis to support Program office presentations and develop presentations, when requested. Provide meeting support to include planning and distributing agendas, scheduling conference rooms, note-taking/meeting minutes, participation in reviews, updates of policy decisions, and strategic meetings, etc. Access SharePoint applications and demonstrate functionality/experience with applications such as Knowledge Sharing Networks (KSN) to promote information exchange to include database quality control, uploading documents, configuration management. Courier Services and Visa/Passport Support Utilize a government furnished vehicle to coordinate (i.e. drop off and pick up) FAA employee visa requests with the appropriate foreign embassy and coordinate official passport requests with the Department of State Passport Office. Contractor must possess a valid driver ™s license. Assemble and track visa and passport applications. Prepare official memos for passport and visas to the Special Issuance Agent at the Department of State. Provide guidance to FAA employees on Embassy changes to visa applications for different countries. Transportation Support Utilize a government furnished vehicle to transport senior FAA officials to and from meetings and events. Vendors are also requested to complete the attached Business Declaration. All responses to this market survey should be received by 2:00pm Eastern Time, Wednesday, January 2, 2019.
