- The Great Plains Area Indian Health Service hereby submits a notice of intent to award a sole source firm fixed-price GSA Federal Supply Schedule (FSS) delivery order for a commercially available off-the-shelf (COTS) other commercial and industrial machinery and equipment rental and leasing of a Pyxis automated medication dispensing system to BD/Carefusion Solutions, a large business. The period of performance will be a 12-month period from January 1, 2019 through December 31, 2019 with four one-year option periods. The acquisition is to lease, provide service/maintenance and support of an automated medication dispensing system and an upgrade the current legacy systems installed in several Great Plains IHS Hospitals and Health Centers, and installation of a security module in the data center. The total estimated value is less than $3,500,000.00. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 8.405-2 for the aforementioned requirement based on the application of FAR 8.405-6(a)(1)(i)(B). This is based on the intellectual property copyright holder of the medical device system owned by the company. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of agency standardization, data center standardization, and network security.
