- This is a synopsis/solicitation for the following: The Internal Revenue Service (IRS), intends to renew an annual on-line subscription with Tax Analysts, 400 S. Maple Avenue, Suite 400, Falls Church, VA, 22046-3537. The contract shall be for twelve (12) consecutive months in length. The period of performance shall be: 02/22/2019 through 02/21/2020. The subscription shall be utilized as a research platform for the Office of Chief Counsel employees at IRS. This subscription provides a web-based platform for daily access to nonpartisan federal, state and international tax news, plus expert commentary and in-depth analysis. This subscription provides on-line research platform which includes up to the minute coverage of key developments in federal, state, and international tax. Information is intended for advanced tax practitioners, this online subscription includes research history prior to 1990, or earlier. The online research shall include a research platform with full-text searchable capability. Research shall include or reproduce charts, graphical features, figures/exhibits, and mathematical equations which aide the user in understanding the content. Providing documents in original format and Pdf. Having access to email alerting services, including pre-packages and customizable options. Easy setup pre-packaged, standard alerts, including the ability to select frequency of access or access the alert directly on the platform. Creation of custom alerts which shall be tailored by specific search terms, internal revenue code section, document type, jurisdiction, or subject area. Custom alerts shall include delivery frequency options, such as daily, weekly, up to the minute, and accessible on the research platform, if no alert is desired. Online research platform shall provide a variety of search tools available across the entire platform. Content shall be divided into practices areas of federal, state, and international and operate in a similar manner, but customizable. Ability to browse current and archival content. Browsing features shall include: internal revenue code section, accessible by date, subject, jurisdiction, and document types. Must provide quick access and search features, to include specialized or focused searches. Advanced searches shall include a customizable date range and access to archival content.
