12/14/2018: Q&A #5 is posted. 12/11/2018: Amendment 0002, Amendment 0003, and Q&A #4 are hereby posted. Amendment 0002 revises Attachment 4-1, Attachment 4-5 and Attachment 5, and extends the due date for proposals. Amendment 0003 revises Section M-307(f)(1)(c). A conformed copy of the RFP is provided. 12/4/2018: Q&A #3 is hereby posted. 11/29/2018: Amendment 0001 and Q&A #2 are hereby posted. Amendment 0001 includes a revised Attachment 4 and a revised Attachment 4-5. Questions & Answers #1 (Q&A#1) is posted. The Technical Data Package (TDP) (RFP Attachment 2) posted on the DI2E website with the synopsis dated 9/25/2018 has not changed since the synopsis. Uploading Exhibit A - CDRLs and Attachment 4-1 Reference Information Sheet in a printable format. The Space and Naval Warfare Systems Command (SPAWARSYSCOM), in support of the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communications and GPS Navigation Program Office (PMW/A 170), releases Request For Proposal (RFP) N00039-19-R-0005 for procurement of the Global Positioning System (GPS)-based Positioning, Navigation, and Timing Service (GPNTS) software support. This requirement was originally posted under solicitation No. N00039-17-R-0011. The new solicitation No. is N00039-19-R-0005. The Government intends to make one (1) indefinite-delivery indefinite-quantity (IDIQ) award as a result of the RFP. The basic contract will possess a potential ordering period of up to 10 years should all options be exercised. The contract will include a base ordering period of five (5) years, a subsequent three (3) year option period and a final two (2) year option period utilizing cost-plus-fixed-fee (CPFF) Contract Line Item Numbers (CLINs) for GPNTS software improvements, maintenance and engineering services. The North American Industry Classification System (NAICS) Code assigned to this acquisition is 541511 (size standard $27.5M). The incumbent contractor for GPNTS development is Raytheon Integrated Defense Systems (IDS) under contract N00039-11- C-0089. GPNTS Software Source Code is made available through the TDP. The TDP associated with the RFP is marked Distribution Statement D: Distribution authorized to Department of Defense (DoD) and U.S. DoD contractors only. The TDP is not available for public distribution, and in order to obtain access to the Defense Intelligence Information Enterprise (DI2E) website where the TDP is available for download, each company must: Sign and return the GPNTS Bidder's Repository Non-Disclosure Agreement (NDA) posted on the SPAWAR E-commerce website entitled, "GPNTS Bidder's Repository NDA" to Kenneth Nickel, kenneth.nickel@navy.mil previous NDA's associated with the Request For Information (RFI) will not suffice for access to the current TDP. Each company may request DI2E site access for up to two (2) representatives. Each user is required to be a U.S. DoD contractor and have a valid DoD or External Certification Authority (ECA) Public Key Infrastructure (PKI) certificate to gain access to the website. If a requestor is a U.S. DoD contractor and does not have a valid DoD or ECA-issued PKI certificate, contact, Kenneth Nickel, kenneth.nickel@navy.mil. The Government will provide instructions on how to access the secured site to the approved company representatives after their Bidder's Repository NDAs have been received and Joint Certification Program (JCP) number verified. Have an active DD 2345 on file with the Defense Logistics Information Service (DLIS). If the company does not have an active DD 2345 on file and cannot provide a JCP number, please visit DLIS at: http://www.dlis.dla.mil/jcp/ for more information on how to complete and submit the DD 2345.
