Description
Sources Sought Announcement The Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Service Area Office Central (SAOC), is seeking sources for Tele Intensive Care (Tele-ICU) Program implementation and sustainment for all VHA medical centers. CONTRACTING OFFICE ADDRESS: VA/VHA/SAOC 212 3rd Ave South Suite 29 Minneapolis, MN 55401 INTRODUCTION: In accordance with the Federal Acquisition Regulations (FAR) Part 10 Market Research, the Department of Veterans Affairs is conducting market research to ascertain concerns that have the technical capability to provide for Tele Intensive Care (Tele-ICU) Program implementation and sustainment for VHA medical centers located throughout the nation. This announcement is for information and planning purposes only and is not to be constructed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. BACKGROUND: The National Tele-ICU Program has implemented a Virtual ICU to enable improved patient care through remote intensivist expertise and alerting algorithms based upon large population patient management experience. There are currently two CORES, four Sub-Hubs, and thirty-eight Medical Centers consisting of a total of over four hundred thirty-eight intensive care beds, and over ninety other inpatient beds of coverage. The program is continuing to expand and provide support and coverage to VHA facilities in need of their services. The Virtual ICU is a fully integrated medical application used by physician and nurses to increase access to critical care specialty medicine for veterans. The application is integrated with audio/video conferencing equipment, the hospitals electronic medical record application, bedside physiologic monitoring system, and clinical information system. The medical application required by the VA Tele-ICU Program must provide a consolidated summary and analysis of patient(s) using data from integrated systems and algorithms derived from previous research. Currently, there are over one thousand six hundred (1600) Intensive Care beds in the VA, leaving over one thousand beds that do not have Tele ICU coverage. Currently, a unique contract is required for each implementation and additional support. With the creation of an Indefinite Delivery Indefinite Quantity (IDIQ) procurement vehicle to allow for the Tele-ICU program to procure equipment and services at an efficient rate will have numerous benefits to the program. The high volume of separates contracts has resulted in lost opportunity for cost reduction, capturing standardization opportunities, increasing the number of purchase orders, quality consistency risk resulting in potential patient care issues, and the procurement lead time has been increased to ordering open market items. SOURCES SOUGHT: The purpose of this sources sought is to identify possible companies with the experience and capability of becoming a committed source for the Tele-ICU Program and its accompanied medical technology including but not limited to, medical software and licensing, medical hardware, implementation and installation services, and sustainment. The Department of Veterans Affairs is looking to identify companies who can provide this technology and services for the entire Tele-ICU Program under one contract. Capabilities to include at a minimum the following information: Do you currently or have you had experience providing and implementing a standardized enterprise wide Tele-ICU Program within the Department of Veterans Affairs, other federal agency, or commercial/private healthcare delivery organization? This would include providing the full range of equipment, services, medical systems application and licenses, and sustainment support for the enterprise program.? If so, please list all healthcare delivery organizations you currently or have you had experience providing this scope of work. Please indicate if your company can provide services for all medical centers within the Department of Veterans Affairs Brief answers to the following medical application, hardware and services questions: Please provide the name of your virtual ICU medical application and the following characteristics of the application: What Electronic Medical Records applications have you successfully integrated with? Does your application collect clinical data from the following interfaces? If so, please describe how. (i.e. HL7, API, etc) Lab Admission/Discharge/Transfer (ADT) Pharmacy Flow Sheet from the Clinical Information System (CIS) Vitals from the bedside monitoring system Does your application provide a real-time analysis of the patient? (i.e. criticality score) If so, please provide details on how. Does your application provide predictive clinical analytics of the patient based on historical/research data? If so, please provide details on how and provide specific examples. Does your application provide alerts and/or notifications related clinical diagnosis? If so, please provide details on what alerts and how the alerts and notifications are generated and tracked. What operating systems is your application compatible with? Please list all validated and approved operating systems for both server software and medical application compatibility. Does your company offer the ability to provide full turnkey implementation including but not limited to low voltage cabling, interface procurement, and bed side monitoring upgrades for various vendors? If so, please provide a brief description of capabilities and provide examples of such implementations. Please provide the manufacture(s) and model(s) of the audio/video (A/V) technology which is integrated into your medical application? Can the A/V equipment be controlled through the medical software and application? If so, please briefly describe how. Is the A/V equipment fully integrated into the virtual ICU medical application? If so, please briefly describe the level of integration. Is the hardware FDA approved? If so, please provide documentation supporting your response. Please provide the size specification of the A/V equipment. Is the A/V solution an all in one system or can different components be mounted in separate locations in the patient room? Does your system offer a wireless mobile cart? Please provide the operating system required to utilize the A/V component. Please provide the maximum number of concurrent video sessions into the same A/V endpoint. Does your system allow for the virtual clinician to put the ICU bed on hold? Does your system allow for remote reboots of the video endpoint? Please detail whether this is a soft reboot or a hard reboot. Please describe the network security/connectivity requirements including: Minimum bandwidth requirements Jitter requirements Packet Lose Does the hardware utilize wired and/or wireless network connections? If wireless, please provide FIP-140-2 certification. Does the A/V equipment offer any enhance visual assistance? (i.e. night vision and preset camera positions) Please describe all available features. Please provide a description of the professional services your company provided related to the implementation and sustainment of an enterprise Tele-ICU program. Does your Virtual ICU platform allow historical data migration from the currently installed Philips eCareManager system?
