Description
Background The Space and Missile Systems Center's Global Positioning Systems (SMC/GP) Directorate at the Los Angeles Air Force Base (LAAFB) intends to hold a MGUE Increment (Inc) 2 industry day #2 for development of the MSI military receiver with a next generation Application Specific Integrated Circuit (ASIC). The goal of MGUE Inc 2 is to develop, integrate, and produce M-Code capable, GPS receivers for the service requirements specified in the Joint Requirements Oversight Council (JROC) approved MGUE Inc 2 Capability Development Document (CDD).The MGUE Inc 2 acquisition strategy includes award up to three development contracts to develop of the low size & power MSI form factor to include a next generation ASIC. The MSI receiver card is to meet the needs of low size, weight and power (SWaP) ground-embedded users. The ASIC within, however, must be built to meet the needs of not only this form factor but all platforms the contractors may use it in. The ability to meet aviation and precision-guided munition (PGM) needs through the ASIC is of special interest. In support of the MGUE Inc 2 acquisition strategy development, a MSI Requests For Information (RFI) was released in June 2017. Beyond confirming market interest and capabilities, the MSI RFI requested feedback from industry to address warfighter needs of a Size, Weight and Power (SWaP)-reduced form factor consistent with the MGUE Inc 2 CDD. The RFI results were positive and multiple vendors confirmed industry's ability to develop an MSI receiver to meet the draft MSI requirements. An initial Industry Day was held on 13 September 2018 to determine market interest in a competitive acquisition for the development of the MSI receiver with Next Gen ASIC. The industry day indicated there are several vendors interested in development of the MSI receiver with Next Gen ASIC. An Acquisition Strategy Panel (ASP) was held with Dr. Roper on 13 November 2018, where the acquisition strategy was approved and an Acquisition Decision Memorandum (ADM) signed determining MGUE Inc 2 a middle tier acquisition rapid prototype per the 2016 NDAA Section 804. The ADM also delegates MSI Source Selection Authority to the Air Force Program Executive Officer for Space Development. Purpose The purpose of this announcement is to invite all potential MGUE Inc 2 vendors to participate in the Industry Day #2 event to be held on 5 February 2019 at Engility in El Segundo, CA. The objective is to provide industry an update on the approved acquisition strategy and obtain industry feedback on the MSI receiver and Next Gen ASIC technical baseline documents and draft elements of the Request for Proposal (RFP), via a bidder's library. Information on program goals, schedules, and updated technical requirements will also be provided. U.S. Government primary points of contact (POCs) and full details including access instructions related to Industry Day are provided below. Discussion The MGUE Inc 2 program is planning for up to three separate Cost Plus contracts to be awarded via full and open competition for the development of the MSI receiver. An Industry Day #3 is anticipated for 2 nd Quarter FY19 to support release of a draft RFP. The program is planning to release the RFP in Fiscal Year 2019 with subsequent contract award in Fiscal Year 2020. Desired completion of receiver verification testing is no later than Fiscal Year 2025. Please note that MGUE Inc 2 acquisition strategy details are included in this document for reference and market research. Industry Day The Government is hosting an Industry Day #2 for the MGUE Inc 2 MSI Receiver program to be held on 5 February 2019, from 0900 to 1200 PDT, followed by one-on-one sessions, if requested. The industry day will be at Engility's facilities, located at 200 North Sepulveda Blvd, El Segundo, CA 90245. The Bidders' Library will include the updated Government-derived MGUE Ground Applications Technical Requirements Document (TRD) intended to be the system specification for the MGUE Inc 2 program. Other technical baseline documents that will serve as performance compliance documents will also be available through the Bidder's Library. The Government is soliciting feedback from industry regarding these requirements to ensure they are achievable within the specified acquisition strategy. The Bidder's Library is also planned to include, but not be limited to, preliminary drafts of documents and outlines of approaches the Government is contemplating regarding the following parts of a solicitation: Statement of Work; Work Breakdown Structure; Government Furnished Property; Contract Data Requirements Lists; Compliance Documents; and Intellectual Property (IP) Rights approach. At a later time, prior to the industry day, the Bidders' Library will be updated to include a revision of the MGUE Ground Applications Technical Requirements Document (TRD), Precision Guided Munitions TRD, and other technical baseline documents that will serve as performance compliance documents. Additionally, Offer's Instructions, Criteria for Evaluation, and Incentive/Award Fee Plan will be added to the elements of a solicitation for review. The Government is soliciting feedback from industry regarding these subjects in order to ensure a viable approach is reflected in the draft RFP to be released later in FY19.
