- The National Cemetery Administration is soliciting offers under solicitation number 36C786-19-R-0024. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 237990, Other Heavy and Civil Engineering Construction, Business Size Standard is $36.5 million. Project Description: Contractor shall furnish labor and materials and perform work for construction to expand the burial capacity at Mill Springs National Cemetery (MSNC), Nancy, Kentucky, 42544 consisting of constructing 559 gravesite crypts, a new entrance gate and cortege roadway, associated walks, landscaping, drainage, irrigation, site furnishings, and other infrastructure as necessary for the proposed expansion. Work includes but not limited to removal of existing structures, alterations, excavation and regrading, walks & pavers, grading, temporary signage, curb & gutter, drainage, utility systems as shown on the drawings. A complete set of the contract documents (drawings and specifications) are being provided as reference documents for the work described above. There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted. Contract period of performance will consist of Two-Hundred-Forty (240) calendar days, after issuance of Official Notice to Proceed (NTP). The construction magnitude for this requirement is between $1,000,000 and $5,000,000. Note: Performance and Payment Bonds will be required upon submission of proposal. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Technical Approach to Complete Statement of Work & Qualifications; (2) Past Performance; and (3) Price. Electronic solicitations will be available for download from http://www.fbo.gov on or about January 2, 2019. No paper copies will be issued. Offerors are responsible for obtaining all amendments or additional information at http://www.fbo.gov. Proposals are due at 1:00 P.M. EST on January 31, 2019. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
