- THIS IS NOT A SOLICITATION. This is a Sources Sought Notice only and is issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) in order to conduct market research. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a guarantee to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future RFP, if issued. This announcement is based on the best information available at this time and is subject to future amendment. The anticipated North American Industry Classification System (NAICS) Code is 532291 Home Health Equipment Rental, Small Business Size Standard $32.5 Million. OVERVIEW: The Department of Veterans Affairs (VA), Network Contracting Officer (NCO) 2, and the VA Downstate New York Healthcare System (VISN 2 North) anticipate a requirement for Home Oxygen services for eligible Veteran beneficiaries within VISN 2 South (see major sites listed below). The Contractor shall furnish all supplies, materials, equipment, and personnel necessary for patients requiring home oxygen services. Contractor shall provide Registered Respiratory Therapists to train, educate, and monitor patients, as well as complete assessments of the beneficiary s home and environment. Registered Respiratory Therapists shall be licensed in accordance with the state in which they provide service. VISN 2 has beneficiaries that reside primarily in New York State and in nearby states such as, but not limited to, Pennsylvania, Massachusetts, Connecticut, and Vermont. All services will be performed in the Veteran s place of residence. The equipment needs are subject to change as determined by the prescribing physician. The services associated with this contract include: All logistical/administrative functions involved with the day to day operation of providing the service to the Veteran, including in home respiratory therapy visits. This includes coordinating and managing patient care, deliveries and set-ups, briefing patient on proper use of equipment, documenting use of supplies and inspection of home in accordance with Joint Commission (JC) standards concerning patient use/safety of home oxygen. Contractor(s) must be accredited by JC or another national accrediting body that meets or exceeds JC standards. Contractor(s) must maintain accreditation throughout the duration of the contract. Major Sites include the full catchment areas of the: New York Harbor Healthcare System (Manhattan and Brooklyn VAMCs),New Jersey Healthcare System (East Orange and Lyons VAMCs), Hudson Valley Healthcare System (Montrose and Castle Point VAMCs), Bronx VAMC and Northport VAMC A breakdown of approximate active patients at this time is below: VISN 2 North Major Sites Approximate Active Patients New York Harbor Healthcare System 196 New Jersey Healthcare System 567 Hudson Valley Healthcare System 375 Bronx VAMC 153 Northport VAMC 282 TOTAL FOR VISN 2 NORTH 1573 SUBMISSION INSTRUCTIONS: Please submit your response in accordance with the following instructions: Responses shall be no more than 5 pages in length. Has the technology progressed with any of these devices to the point they are reliable and durable enough to be used as stand-alone devices? If so, please provide product information, names of companies using these devices in that manner, and/or supporting research with your response.
