- (i) This is a combined synopsis/solicitation for two steam sterilizers, BRAND NAME OR EQUAL, as prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. The Corporal Michael J. Crescenz VA Medical Center requires the acquisition, delivery, installation, and deinstallation and disposal of two (2) steam sterilizers. The requirement outlined in this scope of work will be for the Sterile Processing Service located inside the VA Medical Center, 3900 Woodland Avenue; Philadelphia, PA. Minimum requirements will be outlined in the Statement of Work under Section (vi). Contractors shall have no access to Department of Veterans Affairs computer systems. If required, each contractor employee working on-site must complete training course VA Privacy and Information Security Awareness and Rules of Behavior. When a new contractor employee arrives on-site they must contact Contracting Officer Representative (COR), who will arrange for this training. (ii) The solicitation number is 36C24419Q0156 and is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, effective 10/26/2018. (iv) This solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Businesses and the associated NAICS code 339113 has a small business size standard of 750 employees. Brand: _______________________________________________________________________ Model No.:____________________________________________________________________ Comparable products must be brand name or equal containing the following salient features: The specific characteristics equal items must feature to meet the Government s needs are: Sterilizer that is compatible with an existing Amsco 400 sterilizer Sterilizer compatible with and can be integrated with the Censitrac instrument monitoring system Sterilizer with internal chamber dimensions of 26x37.5x48 Sterilizer with a prevacuum single hinged recessed door Sterilizer must be able to reprocess and sterilize 25-pound instrument trays Transfer carriage that does not exceed 26x37.5x48 so that it can be utilized interchangeably with existing sterilizer 48 Loading Car STATEMENT OF WORK - Sterile Processing Service Steam Sterilizers. Introduction. The Corporal Michael J. Crescenz VA Medical Center located in Philadelphia VA intends to replace two steam sterilizers equivalent to the Steris Amsco 400 Sterilizer with transfer carriage and loading car used in the Sterile Processing Service (SPS) for reprocessing reusable medical equipment. We are currently looking at a design that will reduce work-related injuries and be compatible with our existing Amsco 400 sterilizer and Censitrac instrument monitoring system. Summary of Work Statement. The approved vendor shall provide all parts and labor for two steam sterilizers, 26 by 37.5 x 48 prevacuum single hinged recessed door capable of reprocessing and sterilizing 25 pound instrument trays. The entire proposal shall include two sterilizers, transfer carriage, loading car, deinstallation of existing Steris Amsco sterilizers, installation of new sterilizers, and disposal of replaced sterilizers. Scope of Work. Offeror shall provide two steam sterilizers shall be an exact match or equivalent to the Amsco 400 Series 48 inch medium sterilizer with a high capacity chamber validated to sterilize up to twelve 25 pound instrument trays. Interested offerors shall provide specifications on equivalent models that include programmable cycles. Offeror shall provide a transfer carriage similar to the Atlas Transfer Carriage that is 26 x 37.5 by 48 compatible with the offered sterilizer. The transfer carriage should also be compatible with the current Steris Amsco 400 sterilizer as the facility will retain one unit (a third sterilizer). Offeror shall provide a loading car similar to the Atlas 48 Loading Car Offeror shall make all necessary utility disconnections, remove and transport existing sterilizers to a predetermined location within the facility for pick up or disposal. The offeror shall be responsible to coordinate disposal and shipping of the removed sterilizers upon completion of the project. The offeror shall provide all labor and materials required to uncrate, set-in-place, and assemble the new sterilizer. Installation includes operational checks, necessary adjustments, and demonstration of the equipment to appropriate Sterile Processing personnel. The offeror shall provide a trade in allowance for existing Steris Amsco 400 sterilizers clearly annotated on the requested quote. Qualifications. Offeror shall be bonded and insured to insure that all parts, labor, and materials shall be medical grade, manufacturer recommended, approved for use in a hospital sterile processing center. Mechanics and technicians shall be certified to service the equipment they install, and credentials shall be inspected by the Chief, Facility Engineers upon request. Miscellaneous Information. Deinstallation, removal, and installation of sterilizers and associated equipment shall be completed during off tour hours that may include evening/and weekend labor to insure that the sterilizers are installed and tested in a timely and efficient manner. Offeror shall provide warranty information for both the chamber and gaskets. Warranty shall extend at least two years for gaskets, and include all parts, labor, materials, and travel. Offeror shall coordinate mechanical malfunctions with the Chief, Facility Engineers and designated engineering staff. (vii) Delivery within 30 Days ARO: Corporal Michael J. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. (ix) Evaluation of this requirement will be based on PRICE ONLY.
