Description
Edgewood Chemical Biological Center, Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Deputy Assistant Secretary of Defense for Industrial Policy via its Manufacturing Resiliency and Assurance Office, and Industrial Base Analysis and Sustainment Program (10 U.S.C. § 2508), in conjunction with Army Contracting Command - Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA), in accordance with 10 U.S.C. § 2371b. Cornerstone was created to "Assess and Strengthen the Manufacturing Defense Industrial Base and Supply Chain Resiliency of the United States." ACC-RI, on behalf of US Army Research Laboratory, intends to issue a competitive Cornerstone Initiative Request (CIR) for Cold Rolled Aluminum, on or after 7 January 2019, with an estimated closing date of 10 days after issuance. The CIR for Cold Rolled Aluminum is restricted to Cornerstone consortium members. The CIR will solicit enhanced whitepapers for one (1) fixed amount OTA with incremental payments made upon completion of specific milestones. Period of performance will be three (3) years. If prototypes are successful, the intent is to award a follow-on production contract. This project will develop and mature prototype cold mill enhancements and cold rolling manufacturing processes for aluminum armor material technologies for US Army, Navy and Marine Corps applications. Initial focus will be developing a detailed understanding of impact to the defense industrial base if cold mill development efforts are not performed and identification of risks to capacity and ability to produce armor plate in the event the current mill is degraded or deemed non-operational. Improvement over present cold mill manufacturing capabilities enabled by the cold mill enhancements should be detailed, to include plate capacity, plate recovery, plate quality, reduction in manufacturing lead times, costs, and inventories. Determination of the cost and schedule benefit, if any, to the US Government for making these investments is required, along with analysis of any reduction and/or avoidance in risk regarding cost and schedule in order to deliver armor plate. The CIR for Cold Rolled Aluminum will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
