- THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation; there is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Naval Facilities Engineering Command Southeast (NAVFACSE) is seeking qualified and interested parties in any of the following small business categories: U.S. Small Business Administration (SBA) certified 8(a), SBA Certified HUBZone Small Business (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EWOSB), and other Small Business (SB) sources with current relevant qualifications, experience, personnel, and capability to perform the following proposed project: Poseidon Wharf Repair at Naval Ordnance Test Unit (NOTU), Cape Canaveral Air Force Station (CCAFS), Florida (FL): The proposed project includes repairs and improvements to the Poseidon Wharf as follows. Demolition of the wharf deck down to the piles caps. Installation of new precast concrete piles and new wharf deck consisting of concrete deck panels and concrete toping. Repair to structural components including deteriorated concrete pile caps, piling, superstructure, and appurtenances. Placement of concrete filled fiberglass reinforced plastic (FRP) jackets with passive cathodic protection (CP), and repairs to existing mechanical and electrical systems. Additional considerations: The project will be phased construction with no more than one half of the wharf available for construction activities. Waterways and adjacent facilities will remain operational during construction. The project requires coordination, and detailed scheduling. Material laydown areas are limited and a detailed logistics plan will be required. All interested sources including SBA certified 8(a), SBA Certified HUBZone, SDVOSB, WOSB, EWOSB, and other small businesses are encouraged to respond to this sources sought announcement. Submission of a response to this sources sought notice is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition to limit competition among 8(a), HUBZone, SDVOSB, WOSB, EWOSB, or small business firms in lieu of full and open competition is in the Government ™s best interest. If adequate interest is not received from SB concerns, the Government will proceed to issue the solicitation as unrestricted, inviting full and open competition, without further notice. If the resulting solicitation is set aside for small business firms, the requirement will include under FAR guidelines the prime contractor must have the capability to perform at least 20 percent of the cost of the contract, not including the cost of materials, with its own employees. The North American Industry Classification System (NAICS) Code for this project is 237990-Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $36.5 million. The contract will be for a term of 30 months. The estimated cost of construction for this project is between $10,000,000 and $25,000,000. The information which must be contained in your response to this Sources Sought Notice is as follows: 1. Completed SOURCES SOUGHT “ CONTRACTOR INFORMATION FORM A (attached) that provides information on your company including type of business and bonding. Contractor must be able to demonstrate a bonding capability of at least $15,000,000 per project and $30,000,000 aggregate. Note: If you are submitting as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ©. 2. Completed SOURCES SOUGHT “ PROJECT INFORMATION FORM B (attached) for each submitted relevant project. Ensure that the form is completed in its entirety for each project and is limited to no more than two (2) pages per project. Ensure the description of the project clearly identifies whether the project is new construction or repair/renovation, the square footage and final construction cost, and addresses how the project meets the proposed Poseidon Wharf Repair project requirements of this notice. Submit a minimum of two (2) to a maximum of five (5) construction projects your firm has completed in the last seven (7) years as the prime contractor that best demonstrates your construction experience working in marine construction that demonstrate the capability to repair concrete, demonstrate experience with environmental compliance, quality control, underwater construction, and recognized standards. Specific relevant experience includes projects that have been completed in the last seven (7) years and have a construction value of $10,000,000 or greater and include the following elements of work: 1. Marine construction 2. Concrete restoration of a marine facility 3. Marine concrete pile protection 4. Cathodic protection systems for concrete piles Interested parties are to respond no later than 18 January 2019, 1:00 pm Eastern Time via email to dianne.haymans@navy.mil.
