- CANCELLATION NOTICE: Bids are being solicited under solicitation number 70FBR218I00000003-01. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. The contract must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's contract. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective contract AND approval from the soliciting contracting officer. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The DHS Federal Emergency Management Agency requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: REPAIR HOMES PER ATTACHED STATEMENT OF OBJECTIVES. THIS IS THE FIXED PRICE PORTION INCLUSIVE OF DIRECT LABOR, MATERIALS, TRANSPORTATION, MANAGEMENT TO COMPLETE THE REPAIRS. FOR PURPOSES OF THIS SOLICITATION ENTER A PRICE OF $100,000.00/EA FOR THIS LINE ITEM. THIS IS ROUGHLY THE PROGRAM CAP PER HOME. CONTRACT AWARD WILL NOT BE MADE BASED ON THIS PRICE. CONTRACT AWARD WILL BE BASED ON IDENTIFYING BEST QUALIFIED COMPANY OR COMPANIES FOR THIS PROCUREMENT. FEMA MAY AWARD ONE OR MORE CONTRACTS FOR THIS REQUIREMENT. ACTUAL PRICE OF REPAIRS WILL BE BASED ON SPECIFIC QUOTE PER HOME. IMPORTANT TO READ ENTIRE SOO ATTACHED. Government is only identifying best qualified companies at this time, and price is not a evaluation factor., 50, EA; LI 002: MISCELLANEOUS COSTS TO INCLUDE PERMITTING. THIS IS A COST-REIMBURSEMENT AMOUNT THAT THE GOVERNMENT WILL FUND BASED ON PRE-APPROVED ACTUAL COSTS. FOR PURPOSES OF THIS SOLICITATION ENTER A PRICE OF $25,000.00 / EA FOR THIS LINE ITEM BASED ON PROGRAM CAP PER HOME. CONTRACT AWARD WILL NOT BE MADE BASED ON THIS PRICE. This line item is for permits and contingencies that may impact the repair of the structure for example soil remediation, asbestos removal, etc., 50, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Federal Emergency Management Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Federal Emergency Management Agency is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
