Description

The Naval Air Systems Command (NAVAIR) intends to award a contract to The Boeing Company (TBC) for procurement of Non-Recurring Engineering (NRE) to address integration of the High Speed Video Network (HSVN) Digital Recorder (HDVR) as a retrofit replacement for the Upgraded Solid State Recorder (USSR) and Solid State Recorder (SSR). The HDVR will provide cockpit and mission video recording commonality for F/A-18E/F and EA-18G aircraft, and will use a Linux operating system with a customized kernel maintained by the Original Equipment Manufacturer (OEM) to mitigate future obsolescence. The procurement will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government is currently not aware of any commercially available alternatives that can meet the cost savings, schedule constraints, and functionality needed, to be a viable alternative to the NRE for the integration of the HDVR. Therefore, NAVAIR has determined that award of this contract to any source other than TBC would result in unacceptable delays to fielding this requirement. This synopsis is for informational purposes only and is not a request for competitive proposals. Responsible sources may submit a capability statement with sufficient detail that clearly demonstrates the capability to produce the required products no later than 3:00 PM (EST) January 22, 2019 to James Francisco (james.t.francisco@navy.mil).
