THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. The Government is looking for small business concerns who can accomplish this tasking. Interested small business concerns should provide the information below. The Naval Facilities Engineering Command Southeast (NAVFACSE) intends to potentially award one Indefinite Delivery Indefinite Quantity Environmental Technical Services (ETS) contract in Support of the NAVFAC Southeast Area of Responsibility (AOR). This contract is intended primarily for Navy and Marine Corps installations within the states of Alabama, Florida, Georgia, Louisiana, Mississippi, South Carolina, Tennessee, and Texas however it may be expanded to cover other facilities within the Naval Facilities Engineering Command, South East (NAVFAC SE) area of responsibility at a later time. The anticipated firm fixed price indefinite delivery indefinite quantity contract is valued at $4M over the life of the contract. The contract shall be structured to include a 5 year ordering period. The contract shall not exceed 5 years or $4M. The estimated range of task order values is $15,000- $500,000. The range is an estimate and the Government may place orders below or above this amount. The NAICS code for this contract is 115310 and the size standard is $7.5 million. Work will include providing all labor, materials, equipment and supervision necessary to the application of herbicide as designated in each CLIN of this contract to control competing or invasive plant species at various Navy and Marine Corps installations within the states of Alabama, Florida, Georgia, Louisiana, Mississippi, South Carolina, Tennessee, and Texas. Specific methods of application by aerial application, by ground based equipment, or by hand crews will be designated in each task order by CLIN selection. Hand crews will not be acceptable for the treatment when other methods are specified. Herbicide sprays shall be directed onto the foliage of the target invasive or competing species of weeds, shrubs, and other herbaceous or woody vegetation with equipment commonly accepted for this purpose by industry consensus standards. Hack-and-squirt applications shall be accomplished with equipment commonly accepted for this purpose by industry consensus standards. Predominant invasive plants include species such as Chinese tallowtree (Triadica sebifera), privets (Ligustrum spp.), Brazilian peppertree (Schinus terebinthifolius), Cogon grass (Imperata cylindrical) and Japanese climbing fern (Lygodium japonicum), but all invasive plants are subject to this project. The specific target species for each project will be stated in each task order. The area of work is primarily forest land within the coastal plain and piedmont regions, however non-forested areas may also be included. All interested firms should answer the following questionnaire. This information will be used only to determine if there is interest by qualified firms and will not be used in award.
