Description
Synopsis for Request for Quote 36C10B19Q0137 The Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for the Veterans Health Administration. The TAC intends to award a sole source Firm-Fixed Price contract to ScriptPro, 5828 Reeds Road, Mission, KS 66202-2740, for Interface Migration and Program Update of the Veterans Integrated System Technology Architecture (VistA) or Vitrea Interface Engine (VIE) enterprise middleware platform. This platform is used by VA to host various interfaces to several VistA, including the Outpatient Automation Interface (OPAI). The platform, currently being used to interface to several VistA including the OPAI, is obsolete and these interfaces are being migrated to the new middleware Intersystem Health Share (HSEP) platform. The Contractor is required to provide engineering and planning support to the VA migration team for the VIE to HSEP migration, including support for Initial Operational Capability (IOC) at Tucson VA Medical Center (VAMC). The scope of the effort will include support for 213 ScriptPro instances. The Contractor shall provide support via Government scheduled Skype for Business meetings. The Government anticipates there will be several pre-planning, pre-cutover and cutover meetings required to complete this project. At the conclusion of the project, all ScriptPro equipment using the OPAI interface is required to be operating on the HSEP Platform. The Contractor shall support each migration to successful conclusion and remediate any issue associated with the migration. This support shall include providing engineering services to participate in pre-cutover meetings as well as support on the day of the cutover. This support shall include validation of all Health Level 7 (HL7) messaging for outpatient pharmacy and ensuring all messaging is stable post-cutover. The Contractor shall also provide engineering services to include changing the network configuration to use the HealthConnect Fully Qualified Domain Name and the Health Connect designated port. This network information shall be supplied by the Government prior to the cutover. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only Once Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. The estimated date of award for this action is January 28, 2019. The period of performance is 12 months. Commercial acquisition procedures will be used. The primary North American Industry Classification System (NAICS) code is 541519; size standard of $27.5M. This notification shall close on January 14, 2019.
