- Title: Northern California Area Office Trinity River Fish Hatchery Operation and Maintenance Abbreviated Title: NCAO Trinity River Fish Hatchery O&M This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the experience, technical level of expertise, administration and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation ™s (Reclamation) overall procurement strategy. The awarded contractor shall accept responsibility for the operations, general maintenance, and evaluations of the hatchery. Reclamation is seeking sources to provide all the necessary fish hatchery production, labor, materials, general maintenance, evaluations, supplies, equipment, and expertise necessary to operate and maintain the hatchery in accordance with all existing legal, regulatory, and agency guidelines and mandates. Facility location: Trinity River Fish Hatchery, 1000 Hatchery Rd., Lewiston, CA, 96052. The intent is to award the resulting solicitation as a Firm Fixed Priced contract. Task Summary: Task 1 “ Operate the Trinity River Fish Hatchery to meet production goals of anadromous salmonids. Task 2 “ Support the marking and tagging of the Trinity River Fish Hatchery produced juvenile Chinook Salmon. Task 3 “ Support the marking of Trinity River Fish Hatchery produced juvenile Steelhead. Task 4 “ Mark juvenile Coho Salmon produced at the Trinity River Fish Hatchery. Task 5 “ Release and distribution of Trinity River Fish Hatchery production to the Trinity River. Task 6 “ Collect adult return data from the Trinity River Fish Hatchery. Task 7 “ Perform general maintenance of the Trinity River Fish Hatchery infrastructure and grounds. Task 8 “ Prepare and implement a standard operating procedure document for the Trinity River Fish Hatchery. Task 9 “ Provide managerial, communicative, and purchasing support to meet the operational needs of Tasks 1-8. Performance Period: The period of performance covered under this contract will be from May 01, 2019 through April 30, 2024 (Base + 4 Option Years). However, it may be decided to award 1-year contracts until pricing can become more stabilized prior to entering into a multiple year requirement. The North American Industry Classification System (NAICS) Code for this acquisition is 541990 “ All Other Professional, Scientific, and Technical Services. The small business size standard for this NAICS code is $15 million. Interested contractors may submit capability statements that include the following information: 1. Company name, address, DUNS number, and point of contact name and email address 2. Business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.) 3. Information that would demonstrate that your business has the capability and resources to meet the contract tasks as described above 4. Whether your firm has the required permit to operate fish hatchery services within the State of California 5. Your intent to submit a quote if a solicitation is issued Capability statements are to be received no later than 3:00 PM PST on Friday, February 01, 2019.
