- NOTICE MODIFIED TO EXTEND CLOSING DATE Berthing and Messing Barge Program Services Sources Sought Notice 100% SETASIDE “ 8(a) Small Disadvantaged Business This sources sought serves as a Request for Information (RFI) issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Any information submitted by respondents to this sources sought synopsis is strictly voluntary. As stipulated in FAR 15.201(e), responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Governments discretion. Respondents will not be notified individually of the results of any Government assessments. The Government may use the information obtained from responses to this notice in determining its acquisition approach, but the issuance of this notice does not restrict the Governments acquisition approach. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this notice. Fleet Logistics Center San Diego (FLCSD) Contracts Department is seeking information from ONLY potential 8(a) SDB Certified vendors to provide organizational maintenance and repairs, service call repairs and operational support services for the Commander, Pacific Fleet (COMPACFLT) Berthing and Messing Barge Program. Work will be performed in six locations: San Diego, California; Bremerton, Washington; Pearl Harbor, Hawaii; Yokosuka, Japan; Sasebo, Japan; and Guam. The applicable NAICS code is 336611 Shipbuilding and Repair. PSC is J019. The incumbent contractor is Chae and Nam Universe, contract number N55236-14-C-0006. The government intends to make a single award as a hybrid contract (firm-fixed price and cost-type). The estimated period of performance for this contract will be 5-years if all options are exercised. The anticipated award date is 14 November 2019. Interested 8(a) SDB vendors are encouraged to submit a capabilities statement (not to exceed five pages) that demonstrates their capability to perform the services described in the attached draft Performance Work Statement (PWS) and at a minimum include the following information:  Company name  Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS)  Address  Business size (Confirm 8(a) status and include graduation date from program)  Point of contact (POC) information for the interested firm  Statement of whether or not the company has an approved accounting system  Company ™s technical capabilities  Locations the company is able to support (interested vendors must have the capability to support all locations). The capabilities statement should describe the type of work performed in support of the same or similar requirements and highlight specific technical skills which demonstrate capability to perform the requirements. Identify past or current contracts and/or subcontracts that were awarded to your firm by contract number. Include the period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a point of contact for the customer/recipient of the work performed. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comments or questions. No basis for a claim against the Government shall arise as a result of this announcement. Responses are due no later than 24 January 2019, 09:00 (P.S.T.).
