- Subject: 69 Pre-solicitation Notice Procurement of F/A-18E/F Block III Super Hornet aircrew training systems, aircrew courseware, and initial aircrew training services modified with Kuwait unique requirements. NAICS: 333318 Classification Code: 69 Solicitation Number: N6134018R0065 Response Date: 03 July 2018 Description: Pre-solicitation Notice - Procurement of F/A-18E/F Block III Super Hornet aircrew training systems, aircrew courseware, and initial aircrew training services modified with Kuwait unique requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, in support of PMA-265 and on behalf of the Kuwait Air Force (KAF) intends to negotiate, on a sole source basis, a contract or series of contracts for Boeing F/A-18E/F Block III Super Hornet aircrew training systems, aircrew courseware, and initial aircrew training services modified with Kuwait unique requirements. Sole source contracting with The Boeing Company, Saint Louis, MO, is permitted under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Letter of Offer and Acceptance (LOA KU-P-SBG) between the United States Government and the Kuwaiti Government states the following items for procurement: one (1) legacy Tactical Operational Flight Trainer (TOFT) modified to a Super Hornet TOFT, one (1) new Super Hornet TOFT, two (2) each Low Cost Trainers, and associated courseware/classroom at the Purchaser s location, aligned with the delivery of the Purchaser s H12 Systems Configuration Set. The LOA also specified: training aids, devices, and spares to incorporate System Configuration Set (SCS) H12 in the Computer Based Training (CBT), and Tactical Operational Flight Trainers (TOFT) courseware. Also specified in the LOA is: Initial aircrew training for twenty-six (26) pilots at a location to be determined with USN oversight and Contractor support. Pilots will receive the tailored CAT IV syllabus utilizing Purchaser s aircraft and associated simulators and classroom instruction. Initial delivery of one (1) tactical operational flight trainer, (2) low-cost trainers and courseware (computer-based training CBT) will be required in the continental United States (CONUS) in 1st Qtr Fiscal Year (FY) 2021 in order to support initial aircrew training. The expected CONUS training site is Naval Air Station Joint Reserve Base (NAS JRB) New Orleans. Final delivery of the training devices/courseware and conclusion of initial training services is scheduled for 2022 and the anticipated overall value of the contract action is $132,387,963. Boeing is the Original Equipment Manufacturer (OEM) of the F/A-18 family of aircraft (A/B/C/D/E/F/G series) they are the sole designer, developer, manufacturer, and supplier of the F/A-18E/F aircraft. The F/A-18E/F aircraft are still in production. The training systems, courseware and associated initial training services require concurrent development and delivery with the initial delivery of Kuwait Super Hornet aircraft. Boeing is the only contractor that can build the Kuwait F/A-18E/F Block III Super Hornet trainers concurrently with the Kuwaiti-specific modifications to the aircraft because only Boeing has access to the requisite aircraft design data, aircraft specific software and simulated models. Additionally, only Boeing possesses the unique and specialized engineering capability, resources, subject matter expertise, tooling, facilities, aerodynamic databases, manufacturing techniques, and technical data critical to satisfying the Government s minimum requirements. Furthermore, Boeing has an established supplier base, in addition to the management, engineering and manufacturing processes that are critical for the continued support of these requirements. This pre-solicitation notice is not a request for competitive proposals. It is a notice that outlines the Government s intent to award a contract(s) on a sole-source basis with Boeing. However, interested sources may identify their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, ability to obtain F/A-18E/F Block III Super Hornet aircrew training elements and aircrew training systems simulation technical data and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Ms. Andrea Gordon-Eubanks at andrea.gordon@navy.mil in an electronic format that is compatible with Word 2016, no later than 03 July 2018. All information shall be furnished at no cost or obligation to the Government. Responses shall be no limited to no more than TEN (10) pages. A determination by the Government not to compete this proposed contract action(s) based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is not to be considered a request for proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, a sole source award for the procurement of new F/A-18E/F Block III Super Hornet aircrew trainers, courseware and initial training services will be pursued. This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements).
