Description
Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify entities in the Washington, DC area that have the resources and capabilities to provide professional historic preservation consulting services for the Washington, DC VA Medical Center. Description of Work The Washington, DC VA Medical Center (DC VAMC) requires the services of a professional historic preservation consultant to assist it in determining DC VAMC s eligibility to be included on the National Register of Historic Places (NRHP). The contractor will be analyzing historical records, assessing general environmental, historical, ethnographic, and archaeological data, and preparing the determination of eligibility documentation to support NRHP evaluation (see 36 CFR Part 63 and NRHP Bulletin 15). Technical Qualifications Contractor personnel must possess professional qualifications in history or architectural history. The professional qualifications in history are a graduate degree in history or closely related field; or a bachelor's degree in history or closely related field plus one of the following: (1) at least two years of full-time experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution; or (2) substantial contribution through research and publication to the body of scholarly knowledge in the field of history. The professional qualifications in architectural history are a graduate degree in architectural history, art history, historic preservation, or closely related field, with coursework in American architectural history, or a bachelor's degree in architectural history, art history, historic preservation or closely related field plus one of the following: (1) at least two years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; or (2) substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history. Ideally, the contractor would be a local firm (i.e., from in or around the DC area), familiar with the local heritage and working knowledge of the Washington, DC Historical Preservation Office s procedures and eligibility criteria. Interested & Capable Responses NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. Please respond with your: 1. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and person of contact (including telephone number & email address). 2. Capability statement and summary of previous experience providing professional historic preservation consulting services for the Veterans Health Administration or other Federal government entities. 3. GSA contract number, if your company has one, that includes line items covering these types of services in the Washington, DC geographical area. 4. Ballpark cost estimate of what the DC VAMC could expect to pay your company to perform the work described above (for budgeting & planning purposes).
