VETERANS AFFAIRS MEDICAL CENTER, WILMINGTON, DE GENERAL INFORMATION FOLLOWED BY A TENTATIVE STATEMENT OF WORK Veterans Health Affairs, Network Contracting Office 4, is issuing this Sources Sought to identify capable vendors to provide Fresh Produce for the Wilmington, DE VA Medical Center. Responses must be submitted by January 14th, 2019 by 12:00PM Eastern Standard Time (EST). Submit responses to the information requested above via email to rashaun.thomas@va.gov. All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). All firms that respond must be registered in the System for Award Management via https://sam.gov/SAM/. All firms who respond must submit their Duns & Bradstreet number via https://www.dnb.com/. Any firms holding an GSA schedule contract from https://www.ebuy.gsa.gov/advantage/ebuy/start_page.do must submit the GSA contract number. All firms who respond must submit their tax ID number. While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this source sought notice for market research purposes, and shall include as part of their response a brief capability statement that covers the information in the following tentative statement of work. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. This sources sought will accept any recommendations for Product Service Code or NACIS codes. Scope: The Wilmington Veterans Affairs Medical Center in Delaware provides medical services to both inpatient, acute care Veterans and to a Community Living Center(CLC). The licensed bed capacity for acute care is 24 beds and the CLC is a 40-bed unit. The Nutrition and Food Service department operates on a Room Service dining model where food is made to order. The CLC has a grill area where meals are cooked to order for Veterans. Given the census capacity and the need for smaller, fresh produce multiple times during the week, the Nutrition Service is seeking a produce vendor. Preferably, the vendor would be local to the area to promote sustainable ingredients, no further than 30 miles from the Wilmington VA Medical Center. This contract, or purchasing agreement, will be effective for ordering by March 1, 2019 and ending September 30, 2019. The contract, or purchasing agreement, will be effective for the remainder of fiscal year 2019 with the ability to option or extend for the next four fiscal years. Fiscal years begin on October 1 and end September 30 the following year. The vendor will need the ability to deliver in all weather conditions three days per week on Mondays, Wednesdays, and Fridays. The delivery must be received between the hours of 6am-10am. Deliveries will arrive at the facility docking station and be transported into the main kitchen immediately off the dock. Product will be inspected by the inventory specialist at the medical center. Any product not meeting food quality and safety standards will be returned to the vendor on delivery for full credit. Requirements: The vendor would be required to stock organic and top-grade produce, supporting products for selection by the Wilmington VA. The vendor would also be required to offer a base selection of items all year, in addition to seasonal produce and supporting products like readymade salads, lettuce blends at a minimum. For example, cucumbers are needed all year, so the vendor would need to stock. Watermelon would be an example of a seasonal food. The vendor would be required to deliver needed items in a timely manner on delivery days, before 9am in sanitary pallets or containers to the Nutrition Services department, back door storage area. The vendor will need to be located within 30 miles of the Wilmington VA Medical Center to ensure quality of the produce and to maintain food safety. The deliveries must be made in a refrigerated truck for the same rationale. Any produce that is not meeting the standards specified in the item list will be rejected with accurate financial credit back to the hospital. All pricing will be remaining consistent unless there is a contract change order. The Wilmington VA would also want a vendor who could deliver on weekends and holidays in an emergency.
