1 Page 1 of 3 This Request for Information is for planning purposes only and shall not be construed as a request for proposal, an offer to negotiate or as an obligation on the part of the Department of Veterans Affairs. Responses are strictly voluntary. Respondents will not be compensated and all information becomes property of the Government upon submission. The Program Contracting Activity Central (PCAC) is seeking a potential contractor to provide all labor, supervision and all other resources to provide professional, Architectural and Engineering (A&E) services to be provided under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The purpose of this notice is to identify any A&E firms that have the capability of performing as the lead firm in various A&E projects across Veterans Health Administration (VHA) Region 5 which includes three (3) Veterans Integrated Service Networks (VISNs) functional areas, VISN 20, 21, and 22. VISN 20 consists of Washington, Oregon, Idaho and Alaska. VISN 21 consists of Northern California, Nevada, Hawaii, Philippines Island, Guam and American Samoa and VISN 22 which consists Southern California, Arizona and New Mexico. (Please see attached VISN map) The Government anticipates conducting a competitive acquisition for this requirement. It will be issued as an Indefinite Delivery Indefinite Quantity Contract with the intent of awarding a multiple award contracts for licensed architectural, multi-disciplined engineering and design (A/E) services for the following types of projects: Facilities demolition, repairs, alterations, new construction, utility/infrastructure upgrades, commissioning and leases. Exact items, quantities and delivery requirements will be identified in the Request for Proposal. Requirements Services to be provided are: Architecture and Engineering (A/E) Services and expert consultant services related to: architectural design; construction administration services; building systems design; interior and exterior renovations; new building design; medical equipment installation; landscape design; space programming; mechanical engineering; electrical engineering; civil engineering; structural engineering; and fire protection engineering. In addition, the A/E shall provide services that include: Development of Design Programs; Schematic Design, Design Development; Construction Documents Peer Review; Specialty Consultant; Constructability Review; Quality Assurance/Quality Control; Construction Submittal Review; Request For Proposal (RFP) for Design-Build; Facility Condition Assessments; Electrical Studies; Design Services for Minor and Non-Recurring Maintenance Projects, Value Engineering; commercial office building design, commercial interior space planning, furniture design and layouts and signage and wayfinding. Drawings as necessary for all project requests, construction period services for all design contracts leading to construction, cost estimates, schedules, digital models to communicate concepts to users, physical space mock ups, and preparation of statement of work (SOW). A/E shall prepare site and architectural block or line plans, magnitude cost estimates, analytical, investigative and certification services & reports, attend site visits, validation of clinical program workloads and related data (VA provided or other healthcare market analysis) as necessary to provide applicable design and construction solutions. Work will be for all types of new and existing Veterans Administration facilities including, but not limited to medical centers, hospitals, clinics, community based outpatient clinics, administrative/office buildings, training and education buildings, medical research facilities, community living centers, domiciliary, parking garages, central plants, support buildings, and campus infrastructure and utilities. Because this is a Request for Information announcement, no evaluation review letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. Respondents will not be notified of the results of the review. The Government reserves the right to consider a small business, SDVOSB, VOSB or (8) a set-aside based on the responses received. All responses must include the following information: Company name, cage code, Dun and Bradstreet Number, GSA Schedule Contract Number, Company Address, Point of Contact name, Phone Number, Fax number and E-mail address. The subject line of the correspondence should clearly display the Request for Information Number. Also, please provide the following information in your response: Past Experience Provide the following information on a maximum of three similar projects completed within the last five years for which the responder was the prime contractor. A project is considered similar if the contractor provided support during the development lifecycle, preferably in a health systems environment. The name, address, type and value of each project. The name, telephone and address of the owner of each project. A description of each project, including difficulties and successes The firm s role and services provided for each project. Capabilities/Qualifications Provide the following information for each functional area listed in the REQUIREMENTS section above. Description of the capabilities/qualifications/skills and resources your company possesses to perform task orders under each functional area. Resumes of key personnel for each functional area (one person may be listed as key personnel for more than one functional area). Respondent shall address their ability to manage and perform multiple simultaneous projects of varying size and complexity within each functional area. Respondents shall address ability to work over a large geographic area with concurrent projects in disparate locations. Response should include geographic location of past projects to demonstrate the locational range of work undertaken by your firm. Provide a Statement of Interest in providing A&E Services. The Statement of Interest shall include the VISN or VISNs your firm is interested in providing services. Business size standards Vendor shall provide the following information regarding their company: Whether they are small business, HUB-Zone small business; service-disabled, veteran-owned small business; 8(a) small business; veteran-owned small business; woman-owned small business; or small disadvantaged business; and their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to this information requested will assist the Government in determining whether a set-aside is possible. It is requested that interested contractors submit an electronic submission of no more than ten (10) pages in length, single spaced, and 12-point font minimum that addresses the above information. Be sure to include the Request for Information number in the subject line of the email. Submissions shall be received no later than 1 p.m., Eastern Local Time on January 24, 2019. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION.
