Description

Defense Logistics Agency- Disposition (DLA-D) Services intends to issue a sole source contract in accordance with FAR Part 12 and Part 13 to IHS GLOBAL INC., 15 Inverness Way E., Englewood, CO 80112-5710. The proposed action is for annual software subscription for 12 user/ multi-site access for HAYSTACK GOLD to query mulitple sources to identify controlled/ sensitive part information. DLA-D services personnel require the ability to gather historical information no longer maintained by DLA, and identify related items of supply, as well as analyze (drill down capability) part assemblies to locate controlled components, view procurement histiry and research manufacturers to endure DoD property is properly identified and controlled prior to release to the public. Market research supports this is a sole source requirement. The Gov't intends to solicit and negotiate with only one source under the authority of FAR 13.106-(1)(b)(1). This proposed purchase order will be a Sole Source acquistion under NAICS code 58210 with a size standard of $32.5 M. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to purchase on a sole source basis, which shall be considered by the Government if received within five (5) business days of this notice. All submissions/ responses must be posted to this notice. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (09-JAN-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
