Solicitation will be posted to FBO and attached to this synopsis when it is issued. Closing/response date will be noted on the solicitation.** 2. PR number: FD2030-18-03148. Solicitation number: FA8118-19-Q-0004. 3. Service/Spare/Repair/OH: Overhaul (Service). 4. AMC/RMC: R4C. 5. Item: B-1 Torque Tube Assembly 6. NSN and P/N: 1680-01-143-5429; NF53602-01B 7. Description: Torque Tube Assembly (NSN: 1680-01-143-5429) Dimensions: Length: 5.3", width: 5.3", height: 20.5", weight: 3.0 lbs. Material content: Aluminum, copper, and steel. Function: The Torque Tube Assembly delivers torque to the flap ball screw actuator assemblies on the B-1. The telescoping torque tube receives torque output from the step-over gearbox and transmits the torque, through the flap support assembly, to the flap outer power train. 8. Total Line Item Quantity: Fixed Quantity 5 EA. 9. Over and Above: To Be Negotiated (as needed). 10. Data: Not Separately Priced. 11. Application: B-1. 12. Destination: TBD. 13. Delivery Schedule on all Line Items: 1 EA every 45 days After Receipt of Order or Repairable, Whichever is Later. A fixed quantity contract will be solicited. 14. Qualification Requirements DO apply. A Pre-Award Survey (PAS) and/or an Initial Production Evaluation (IPE) may be required. Approved sources: Thomas Instrument (CAGE 5H860). The government intends to award this sole source contract action to Thomas Instrument (CAGE 5H860) under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. There are no set-asides applicable to this requirement. 16. Export Control: Not Applicable. 17. Quality Assurance Provisions and Special Inspection Requirements: Higher-level contract quality requirements are used in ADDITION to a standard inspection requirement. A quality system compliant with AS9100 is required. 18. UID Note to Contractor: If unit price exceeds $5,000, then UID requirements will apply. 19. Applicable Tech Orders: 16C1-10-24 20. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
