Description
The purpose of this notice is to inform all parties that in accordance with 10 U.S.C. 2304 (c)(3) (FAR 6.302-3, Industrial Mobilization; Engineering, Development or Research Capability; or Expert Services), the United States Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM) intends to award a Sole Source contract to L3 KEO (Division of L3 Technologies, Inc.) located in Marion, MA. OE-538B development an and provisioning items will be procured on a Firm Fixed Price (FFP) basis. Engineering se services will be procured on a Cost Plus Fixed Fee (CPFF) basis. The OE-538 Antenna System is a single-service (submarine-unique), mast-mounted, multi-function antenna system that provides a Radio Frequency (RF) communication capability in the Very Low Frequency (VLF), Medium Frequency/ High Frequency (MF/HF), Very High Frequency (VHF), Ultra High Frequency (UHF) Line-of-Sight (LOS), UHF Follow-on Satel on Satellite (UFO) bands. In addition, it provides Identification Friend or Foe (IFF) and Global P Global Position System (GPS) capabilities for all submarine classes. The OE on Satellite (UFO) bands. The OE-538 Antenna System consists of the following components: Antenna Radome Assembly, Interconnecting Cable Assembly, Junction Box, Hull Penetrator, and Antenna Control Unit (ACU). The OE-538 Antenna System is fully fielded and currently in Operations and Su Support (O&S) phase. The OE-538A Antenna System is a modified OE-538 Antenna System with added capabilities to support Mobile Users Objective Systems (MUOS), Tactical Data Link (TDL) via Link 16, and Iridium capabilities. The OE-538A Antenna Systems consist of the same components as the OE-538; however, the ACU is not needed since it will be controlled by the Radio Frequency Distribution and Antenna Control System (RFDACS) which is a component of the Common Submarine Radio Room (CSRR) Program of Record (PoR). The incremental upgrade of an OE-538 to OE-538A configuration only affects the antenna ra ra radome assembly and does not require modification to the other components. The OE-538B Antenna System is a modified OE-538A Antenna System with added capabilities to support the requirements for GPS Anti-Jam and GPS Military-Code capabilities. The OE-538B Antenna Systems consists of the same components as the OE-538A. The incremental upgrade of an OE 538A. The incremental upgrade of an OE 538A. The incremental upgrade of an OE 538A. The OE-592B Antenna System is the same as the OE-538B Antenna System except that it it has a longer radome to accommodate the longer mast hoisting system. The Go Government requires delivery FY 2023Q3. L3 is the only source, aside from the current producer, Lockheed Martin Sippican, that possesses the detailed knowledge and technical expertise to develop limited quantities of OE-538B Antenna Systems. Restriction of this contract to L3 is necessary to encourage L3 to reserve and preserve its technical skills and expertise required to produce OE-538 Antenna Systems to ensure continuous availability of OE-538. The current limited requir requirement is only sufficient to maintain L3's capabilities and meet qualification requir requirements. This notice of intent is not a request for competitive proposals nor a solicitation of offers. Based upon market research, the Government is not using the policies contained in Part 12 12, Ac 12 12, Acquisition of Commercial Items, in its solicitation for the described supplies or se services. However, interested persons may identify to the contracting officer their in interest and capability to satisfy the Government's requirement with a commercial item wi within 15 days of this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
