Description
Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified sources for the equipment listed below. This is not a request for quotations. The Department of Veterans Affairs, NCO20 is looking for sources of the following: MFG Part Number / Item 1. ATLG110 / Autolog Instrument (includes ATLHB and SKALUSA) 2. VR702 / External Vacuum Regulator This an Unrestricted, Brand Name or Equal notice and the brand manufacturer is Medtronic. The VA Medical Center seeks to acquire an AutoLog device for use in collection, concentration, washing, and re-infusion of autologous blood (blood from the same patient). This is used during various procedures for Cardiovascular, Vascular, Orthopedic and General surgery to name a few. This is an electric powered machine 120V AutoLog separates whole blood into individual components by centrifugation. As the red cells and the white cells separate the red cell pack will occupy more of the bowl volume and the excess plasma is pushed ahead of the red cells. When the volume of the bowl has been exceeded, the excess plasma exits the bowl through the effluent fluid outlet to a connected waste bag through connective tubing. The red cell pack is cleared of contaminants by washing with isotonic saline. Once washed the packed red cells are transferred to a holding bag. This is accomplished by reversing the fluid pump rotation. It is this blood that is transferred to a holding bag via attached tubing, then transferred properly back to the patient as required. AutoLog will include a centrifugal component that will have a whole blood inlet, an effluent fluid outlet, an area for plasma and an area for red cells. This will be a hardshell reservoir. Autotransfusion System The Centrifugal bowl will come with tubing and have approximately 135mL capacity. The holding bag that will be used will have 1000 mL capacity Machine will have - Incoming flow rate of 600 ml/min. In-line air detector, automatic and continuous level sensing, preset operating program. The Waste bag will have 10L capacity. Functions will include automatic and manual transfer of volumes to include: Empty Centrifugal Reservoir Empty Centrifugal Holding Bag Remove Air Invert Holding Bag Option to accelerate process from wash phase to emptying phase. Operator bypass option Additional items needed to run the machine: Blood collection reservoir bag Adequate.9% normal saline for washing Adequate anticoagulant solution Blood transfer bags Suction/anticoagulant line ~These are considered disposables Potential sources shall provide, at a minimum, the following information to Point of Contact listed below: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Please identify your company s size in comparison to the anticipated North American Industry Classification System (NAICS) code 339112 Surgical and Medical Manufacturing. To be considered a small business your company must have fewer than 1,000 employees. 3) Any Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who responds to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. 4) The Non-Manufacturer Rule (NMR) will apply if there is a decision to set-aside the procurement. 5) Potential sources shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. Responses are due by 01/16/2018 12:00 PM EST, to the Point of Contact. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
