- 1 The Department of Veterans Affairs in San Antonio Texas, VISN 17, intends to negotiate a sole-source contract with BEXAR COUNTY HOSPITAL DISTRICT (UH). SAN ANTONIO, TX 78229 to provide STAT and Backup Laboratory Reference Testing in case of instrumentation failure or other issues that may delay testing at our facility on HLA testing that is crucial to our Transplant program and Blood Product Irradiation that is needed at a moment s notice for our Blood Bank Department on a as needed basis from 06/01/2019 to 05/31/2024. This service requirement will allow the VA Pathology and Laboratory Medicine Service to maintain the level of patient care services needed: NAICS code 621511. Justification for this sole source procurement is in accordance with FAR 6.302-1(a) (2) (ii) (B), only one responsible source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no valid responses are received, the South Texas Veterans Health Care System will proceed with the intended sole source contract.
