- Description
- Purpose: The purpose of this contract is as described in this statement of work. Awarded Contractor shall visually inspect, perform all needed testing required by JACHO requirements, industrial standards and manufacture s specifications, and if needed, repair or replace any component for Uninterrupted Power Supplies listed in this contract. All testing shall be documented to JACHO standards Background: The use of Uninterrupted Power Supplies hereby referred to as UPS s are units that contain batteries for the purpose of keeping electrical power consuming machines operating during an electrical power outage. The UPS s constantly convert AC electricity to DC to charge batteries. During a power outage the UPS will then convert the batteries DC voltage back to AC by use of an inverter to power whatever is connected to it. UPS units are continually performing this process so there is not even a noticeable blip when power is lost. UPS unit is constantly supplying the cleanest power possible. The purpose of this is to assure the device connected to the UPS shall not lose power and stop doing the work that it is intended for. The UPS s covered in this contract are for the main computer network, the main telephone room, the blood lab testing system, the CAT Scan machine and 8 smaller UPS units attached the computer network. Because of the extremely important mission of these devices all shall be covered under Life Safety standards and are regulated and monitored by JCAHO. General Requirements: The Contractor shall provide all personnel, management, material, parts, equipment, supplies, labor and transportation in performing two (2) preventative maintenance and inspection services per year for up to twelve (12) Uninterruptible Power Supplies (UPS). The inspections shall comprise of one (1) Major, one (1) minor inspection. Also, up to three (3) emergency call-ins per year shall be included in this contract. The units are for the main computer network, the main telephone room, the blood lab testing system, the CAT Scan machine and 8 smaller UPS units attached the computer network. The type of UPS units are listed below under specific requirements. Because of the mission of the UPS units listed in this contract all are covered under Life Safety standards and are regulated and monitored by JCAHO. Specific Requirements: All work shall be done in a good workmanship manner and be up to NEC 2017 codes. Any and all work shall only be accomplished by a qualified UPS technician. The Contractor shall provide the qualifications of employees being assigned to work at Perry Point VA Medical Center. Any and all employees of awarded Contractor that are assigned to work on any of the UPS units listed in this contract shall have over five (5) years of experience working on UPS units of this type and size. Contractor shall provide proof of experience of assigned technician. Contractor shall guarantee one (1)-hour response time to any emergency situation during business hours of 7:00am to 5:00pm and two (2) hour response time during non-business hours of 5:01pm to 6:59am. An emergency status will be determined by Perry Point Electric Shop Supervisor, General Forman or Chief of Engineering. Contractor shall provide a quote for emergency situations, and work cannot commence until a warranted contracting officer has authorized the work, or a VA purchase card holder if under $2,500. Contractor shall keep at least 1/3 of the type and size of battery needed in stock for each of the multi battery units. Contractor shall be EPA certified to handle and dispose batteries and must be able to provide the electric shop supervisor "Death Certificates for old batteries sent to smelter. The first inspection or major inspection shall consist of full visual inspection, load testing all batteries, running diagnostics on charging units, cleaning of entire unit, and tightening all connections. Any needed parts or labor for repairs that are over and above what is covered in the contract shall be priced and submitted in quote form to the electric shop supervisor for review and approval.
