Description: ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM SF 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSALS (RFP) PACKAGE TO DOWNLOAD. This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for mechanical engineering projects within the State of Hawaii, but may also include work worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one year and four one-year option periods (if exercised). The total fee for the contract term shall not exceed $15,000,000. The guaranteed minimum for the contract term (including option years) is $10,000. Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year. Estimated construction cost of project is between $300,000 and $30,000,000. Estimated start date is July 2019. This proposed contract is being solicited on a 100% set-aside for small business concerns basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330, Engineering Services. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria. The market research study Sources Sought Announcements OPHA1FY190001 and OPHA1FY190002 conducted by NAVFAC Hawaii included an assessment of relevant qualifications and capabilities of potentially qualified Women-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. As a result of the market research analysis, there was not the minimum number of qualified WOSB or SDVOSB firms to perform the type of work solicited, and a determination was made to set aside this procurement under the Small Business Program as a 100% small business set-aside. The NAVFAC Hawaii small business office concurs with this decision. The type of design and engineering services expected to be performed under this contract are for various Design-Bid-Build and Design-Build mechanical engineering projects with associated multi-discipline architect-engineering support services for new construction, alteration, repair, and installation of mechanical systems and associated facilities. All contractors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site: https://www.sam.gov. The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest, including NFAS 5252.209-9300, Organizational Conflicts of Interest. The prime firm for this contract will be required to perform throughout the contract term. The selected firm and its subsidiaries or affiliates may be tasked to assist in the preparation of a statement of work, a plan, or a specification for a construction project. This includes concept design, which includes preparation of project programming documents (DD 1391), facility studies, environment assessments, or other activities that result in identification of project scope and cost. The selected firm, its subsidiaries or affiliates that design or prepare specifications for a construction contract cannot provide the construction services for the same contract. Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired. SELECTION CRITERIA: Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm ™s evaluation or disqualify the firm from further consideration. The selection criteria are in descending order of importance, with the last criterion for volume of work to serve as a tiebreaker. Specific selection criteria include: 1. Specialized Experience 2. Professional Qualifications 3. Past Performance 4. Program Management and Capacity 5. Quality Control 6. Sustainable Design 7. Firm Location 8. Volume of Work Criterion 1 “ Specialized Experience (SF330, Part I, Section F and Attachment (1)): Firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in the following: 1. Preparation of Design-Bid-Build (DBB) drawings/specifications and Design-Build (DB) RFP documents for mechanical system design projects including new construction, maintenance, repair, alteration of: a) Heating/ventilating/air conditioning (HVAC) chilled water and direct expansion (DX) systems b) BACnet Direct Digital Controls (DDC) c) Low pressure compressed air systems d) Industrial ventilation systems e) General supply/exhaust systems f) Service water heating systems/solar hot water heating systems g) General purpose plumbing systems h) Hydronic pumping systems i) Waterfront utilities j) Elevators/vertical transportation equipment (VTE) k) Anti-Terrorism Force Protection (ATFP) measures for facilities and waterways. l) Above ground/below ground Mogas fuel storage/distribution systems. m) Petroleum/Oils/Lubricant (POL) receiving, storing, distribution and dispensing systems for aviation and diesel fuels on military land-based facilities. (Specialized experience from a subcontractor or sub-consultant will be considered) n) Fire alarm and mass notification systems. (Specialized experience from a subcontractor or sub-consultant will be considered) 2. Mechanical Engineering Investigations/Concept Studies used to develop or validate project scope requirement through Business Case Analysis (BCA), identifying and comparing alternatives by examining the mission impacts (both financial and non-financial), risks, and sensitivities. Develop project scope alternatives for mechanical system utilizing Economic Analysis, HVAC Life Cycle Cost Analysis (LCCA), Energy Analysis, engineering calculations, and related criteria. 3. Commissioning of mechanical, plumbing and building automation systems. Firms may be considered more favorably by demonstrating the following: 1. Submission of a variety of heating/ventilating/air conditioning (HVAC) chilled water or direct expansion (DX) plants with a facility total tonnage of 250 tons or larger, and were designed to optimize energy performance at the highest level that were Life Cycle Cost Effective (LCCE). 2. Experience with large dewatering pumping systems in drydocking facilities. 3. Laboratory ventilation systems. 4. Fire protection studies and surveys, fire hazard analysis, life safety code analysis, hydrant flow test, and fire alarm system test. 5. Projects designed and constructed in Hawaii and tropical environments similar to Hawaii. 6. Department of Defense projects (e.g. NAVFAC, USACE, Air Force, NGB, etc.) 7. Prime or sub-consultant experience with leading Functional Analysis and Concept Development (FACD)/design charrettes. 8. Experience in preparation of MILCON Region/FEC Team 1391 project documentation as a Prime consultant or subconsultant. 9. Projects performed as a prime contractor or the JV partner(s). 10. Being Designer of Record (DOR) as a prime contractor will be given a higher level of consideration than being a DOR on a Design-Build construction project/contract. 11. Demonstrated history of firm working successfully together with submitted subcontractors on prior projects as a team. 12. Experience in cost estimates utilizing the MII cost estimating system. Submission requirements: Provide a maximum of 10 projects, approximately $30 million or less in total construction value, with the design completed to final design, within the past 10 years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. A completed design may be exclusive of Post Construction Award Services (PCAS). Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. Projects with design services that are on-going, exclusive of PCAS services, will not be considered. If more than the maximum number of projects is submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted. All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part 1, Section F, block 25, œFirm Name Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration. NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects must be submitted for each joint venture partner, not to exceed a total of 10 projects. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion. Projects shall be submitted on the SF-330 at Part I, Section F and Attachment (1) Specialized Experience Supplement Information and shall be projects with completed designs exclusive of PCAS services. The projects indicated in Attachment (1) must match, in order, the projects indicated in Part I, Section F. Include completed Attachment (1) immediately after each project it is associated with in Section F. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated. All information for Criterion 1 should be submitted in the SF330, Part I, Section F and Attachment (1). The Government WILL NOT consider information submitted in addition to Part I, Section F and Attachment (1) in evaluation of Criterion 1. Criterion 2 “ Professional Qualifications (SF330, Part I, Sections E and G and Attachment (2)): Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part 1, Section G. Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Specific disciplines that must be included in key personnel are Mechanical, Fire Protection, Fuels (POL), VTE, Civil, Architecture, Structural, Electrical, and Geotechnical. All key personnel must be licensed in their specific discipline, with the exceptions of Fuels (POL) and VTE, for which a Mechanical license would be acceptable. Key personnel will be evaluated on their competence and experience in performance of services similar to those anticipated under this contract through evaluation of experience in: 1. Design-Bid-Build drawings and specifications 2. Design-Build RFP documents 3. Engineering Investigations/Concept Studies Key personnel may be considered more favorably by demonstrating the following: 1. Projects designed and constructed in Hawaii and tropical environments similar to Hawaii. 2. Department of Defense projects (e.g. NAVFAC, USACE, Air Force, NGB, etc.) 3. Experience with leading Functional Analysis and Concept Development (FACD)/design charrettes. 4. Experience in preparation of MILCON Region/FEC Team 1391 project documentation. 5. Demonstrated history of key personnel working together on projects indicated in Criterion 1. Submission Requirements: SF330, Part I, Section E and Attachment (2) Key Personnel Resume Supplemental Information. Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (completed within the past 10 years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract (not current position in the firm). Projects must be approximately $30 million or less in construction value. Indicate the construction cost for each project (not the AE design fee). Do not submit an IDIQ contract as an example project. Do not submit more than five projects on each key personnel resume. Projects with design services that are on-going, exclusive of PCAS services, will not be considered. The maximum number of resumes for the key disciplines are: Mechanical (4), Fire Protection (2), Fuels-POL (1), VTE (1), Civil (1), Architect (1), Structural (1), Electrical (1), and Geotechnical (1). If more than the maximum number of resumes is submitted for each key discipline, the Government will only evaluate resumes up to the maximum number authorized in the order submitted. The projects indicated in Attachment (2) for each key personnel must match, in order, the respective key personnel ™s projects indicated in Part I, Section E. Include completed Attachment (2) immediately after key personnel resume that it is associated in Section E. Indicate participation of key personnel in Criterion 1 example projects in the SF330, Part 1, Section G. Firms must indicate non-key personnel team members, including but not limited to Surveyor, Environmental, and Cost Estimator, in the SF330, Part I, Section D organization chart. All information for Criterion 2 should be submitted in the SF330, Part I, Sections E and G and Attachment (2). The Government WILL NOT consider information submitted in addition to the information provided in Part I, Sections E and G and Attachment (2) in evaluation of Criterion 2. Criterion 3 “ Past Performance (SF330, Part I, Section F and Attachment (3)): Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS/ACASS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. NOTE: Past performance information for projects listed under Criterion 1 may be given greater weight. Submission Requirements: SUBMIT A COMPLETED CPARS/ACASS EVALUATION FOR EACH PROJECT UNDER CRITERION 1. IF A COMPLETED CPARS/ACASS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (3)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. Include the evaluation immediately after each project that it is associated in Section F. The CPAR, DD2631 or Performance Survey provided in Section F will not be counted towards the SF330 page limitation. DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS/ACASS IS AVAILABLE. DO NOT SUBMIT CPARS/ACASS FOR PROJECTS FOR WHICH THE PROPOSING FIRM WAS NOT THE PRIME FIRM. IF THE PROPOSING FIRM WAS THE DB DOR FOR A PROJECT, SUBMIT A PPQ AND NOT THE CPARS/CCASS FOR THE PRIME CONSTRUCTION CONTRACTOR. IF A CPARS/ACASS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (3)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP, such as NAVFAC or USACE Past Performance Questionnaires (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Governments point of contact, Naval Facilities Engineering Command, Hawaii, Code OPHA1, Attn: Ms. Donna Matsuura via email at donna.matsuuraA@navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed one single-sided pages in total and will not be counted towards the SF330 page limitation. Include the information immediately after each evaluation that it is associated in Section F. The Performance Survey shall be from the contracting agent and/or their representative responsible for the construction contract administration, or from the facility owner/user. It shall not be from the prime contractor on a design-build project nor shall it be from a prime contractor to a subcontractor. Past performance information not related to the projects described to meet Criterion (1) will not be considered. Past performance information provided in Section F for subcontractor ™s or sub-consultant ™s past performance will not be given the same level of consideration as the prime contractor or the JV partner(s). Past performance information pertaining to a non-relevant base development facility project may be given less consideration. Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation. The Government however, is not restricted to the evaluations provided in the SF330 and may use other sources to assess past performance information such as the Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS) and inquiries with previous customers/owners. PPIRS/CPARS will be evaluated for the prime A-E firm, JV firm, or JV partner(s) that will perform the work and search will be based upon the DUNS number provided for the prime A-E firm, JV firm or JV partner(s). PPIRS/CPARS of sub-contractors will not be evaluated. Criterion 4 “ Program Management and Capacity (SF330, Part I, Section H): Firms will be evaluated on the firm ™s ability to plan for and manage work under the contract and the capacity to accomplish the work in the required time. Submission Requirements: Program Management: 1. In reference to the Section D organizational chart, discuss the management plan for this contract and personnel roles in the organization. 2. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants and why it is the most efficient and effective organization structure in execution of the work. 3. Discuss the history of working relationships with team members, including joint venture partners where applicable. Capacity: 1. Describe the firm ™s present workload and the availability of the project team (including sub-consultants) for the specified contract performance period. 2. Describe the firm ™s present work on other IDIQ contracts that may present conflicts with this contract. 3. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services. Indicate all existing DoD contracts that the proposing firm is currently on either as prime or subcontractor with a list of existing open task orders and the proposing firm ™s total design fee for each task order. General statements of availability/capacity may be considered less favorably. 4. Describe how the proposed team will complete several task orders concurrently requiring quick turnaround with similar deliverable due dates. Criterion 5 “ Quality Control Program (SF330, Part I, Section H): Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract, and means of ensuring quality services from their consultants/subcontractors. Submission Requirements: Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall: 1. Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of SF330, Section F (considered more favorable) or how the plan will work if it has not been used previously. 2. Describe specific quality control processes and procedures proposed for this contract including technical accuracy of and assurance of overall coordination of plans and specifications, and engineering and design services; incorporation of the latest criteria; lessons learned and review comments, etc. 3. Identify the quality control manager (by name and firm) and any other key personnel responsible for the quality control program and a description of their roles and responsibilities. 4. Describe how the firm ™s quality control program extends to management of subcontractors to ensure design quality consistently between all design disciplines or team. Criterion 6 - Sustainable Design (SF330, Part I, Section H) Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through an integral design approach and designing in accordance with recognized sustainability rating systems such as U.S. Green Building Council (USGBC) LEED, Greed Building Initiative (GBI) Green Globes, GBI Guiding Principles (GPC), LEED, etc. as required by Unified Facilities Criteria (UFC) 1-200-02 High Performance and Sustainable Building Requirements. Provide a maximum of three (3) projects that have attained or been submitted for certification by recognized sustainability rating system. If more than three projects are submitted for evaluation, the Government will evaluate the first three projects and disregard any other project information after the first three projects. Certified projects will be considered more favorably than projects not yet certified. Submission Requirements: Provide a maximum of three (3) projects that have attained or been submitted for certification by a recognized sustainability rating system. If more than three projects are submitted for evaluation, the Government will evaluate the first three projects and disregard any other project information after the first three projects. 1. Identify examples indicating design team (including sub-consultants) experience and major concepts employed, certification awarded, and accredited professionals proposed for this contract. 2. For projects certified, submit a copy of the certificate (certificates are not included toward the overall page count). Certified projects will be considered more favorably than projects not yet certified. For projects not yet certified, identify the third party certification and date the project was submitted. Criterion 7 “ Firm Location (SF330, Part I, Section H) Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, firms will be evaluated on the locations of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily NAVFAC Hawaii AOR, which is primarily the State of Hawaii. Submission Requirements: 1. Indicate location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members. 2. Address ability of the firm to ensure timely response to requests for on-site support. If the work is to be performed from other than the local area, briefly describe the ability of the Prime to forward deploy personnel and how the team would respond to project requirements throughout the life of the contract. 3. Provide a narrative describing the team ™s knowledge of the primary geographic areas, primarily the State of Hawaii, to be covered by this contract. Criterion 8 “ Volume of Work (SF330, Part 1, Section H) Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A and E firms including small, disadvantaged business firms, and firms that have not had prior DOD A-E contracts. Submission Requirements: Firms do not submit data for this factor. DoD A-E award information will be retrieved by the Government for the Prime A-E, JV and each partner in the case of a JV, LLC or LP. Provide the DUNS and CAGE numbers for the Prime A-E or Prime JV/LLC/LP and each JV/LLC/LP partner in SF330, Part I, Section H. DoD A-E award information will also be retrieved for the Prime A-E with multiple offices listed. (End of selection criteria) SF330 SUBMISSION REQUIREMENTS: Architect-Engineer firms desiring to be considered for this contract must submit a completed SF-330 package. The SF-330 shall be typed, one sided, at least 11 point Times New Roman or larger. Part I shall not exceed 75 pages single-sided 8.5 by 11 inch pages. The page limit does not include certificates, PPQs, or licenses, nor does the page limit include cover sheets or dividers, provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm. Pages for Attachments (1) and (2) will count towards the page limit. Part I pages shall be numbered sequentially. The organizational chart may be one page, single sided, 11 by 17 foldout, using 11 point font or larger (font limitations do not apply to graphics, captions or tables). Introductions shall be included in Sections E and F. Please include your DUNS, CAGE, and TIN numbers in Block 30 of the SF-330. Interested firms shall submit two hard copies of the SF-330 and one CD to Naval Facilities Engineering Command Hawaii, Code OPHA1:DM, Attn: Ms. Donna Matsuura, 400 Marshall Road, Building A-13, JBPHH, HI 96860-3139. Responses are due no later than 2:00 p.m. Hawaiian Standard Time on February 14, 2019. Late responses will be handled in accordance with FAR 52.215-1. In accordance with the FAR 36.601-4(b) the A-E firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that firm is permitted by law to practice the professions of architecture or engineering, (e.g., state registration number, or a brief explanation of the firm ™s licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm ™s elimination from consideration.
