- I. Introduction This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The National Cemetery Administration (NCA) is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this source of sought announcement. NCA is seeking interested sources (contractors) for a near-future solicitation. We are looking for potential contractors to include manufacturers with a socio-economic status of Small, Service Disabled Veteran Owned Small Business, Veterans Owned Small Business. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background NCA, however, hopes to receive expressions of interest from vendors that might like to compete for the work which may span five years and entail the following: The work requires using a sand blast method to inscribe two sizes of flat granite gravestone markers, one size of niche covers, one size of granite memorial wall markers, and one size upright headstones for one to three veterans cemeteries in Puerto Rico. This applies to the existing Puerto Rico National Cemetery, existing Atlantic Garden Veterans Cemetery, and a cemetery which is under construction at Morovis. The National Cemetery Administration will provide precut, finished blanks to inscribe according to orders which will be emailed to one or more inscription vendors under contract. The blanks must to be picked up by the vendor at one the cemetery s, the vendor must then inscribe and return the completed item to the appropriate cemetery. The inscriptions must be performed according to government standards for formatting, font style/size, and inscription depth. The inscriptions must be completed and delivered within 15 calendar days from the date the order(s) are emailed to the vendor. Submittal Information Responses will help NCA determine the acquisition strategy to be used for the proposed procurement. For example, if enough responsible and capable businesses that are recognized as Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSB) respond to this notice, NCA will plan on awarding the work to a business having status as either a SDVOSB or VSOB. No acquisition strategy has yet been established. The tentatively planned operating strategy involves: Allowing an inscription vendor to operate a temporary contractor-provided inscription facility on Puerto Rico National Cemetery from July 2019 through September 2020. Positioning blanks at Puerto Rico National Cemetery from July 2019 through September 2020. Having the inscription vendor relocate the contractor-provided inscription facility to a permanent location on Morovis National Cemetery for operation beginning October 2020 through September 30, 2023. Positioning blanks at Morovis National Cemetery from October 2020 (FY21) through September 30, 2023. NCA welcomes responses that characterize the extent to which this arrangement enhances or reduces the likelihood of your competing for the work. When responding to this Request for Information (RFI), please include company name, company address, point of contact, telephone number, and e-mail address. NCA requests commenters and potential vendors provide evidence to substantiate their capability to fulfill work requirements. The following information is requested when responding to this RFI. Experience No more than three contracts, that your company has performed within the last five years, that are related to this requirement. A description of your self-performed* effort (as a prime contractor) as it relates to the requirements. *Self-Performed means work performed by the company, NOT work performed by another company. Past work reference to include the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners contact information. Additionally, identify the past contract type(s): Firm Fixed-Price, Time and Material, Economic Price Adjustment, etc. B. Capabilities / Qualifications Company business size and socioeconomic status (i.e. Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. Identify teaming arrangements and how those arrangements will impact the structure of services your company can provide - including technical expertise provided by each company. Specify the percentage of work each company is expected to perform.
