Description
THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This is a 100% Service-Disabled, Veteran Owned, Small Business (SDVOSB) set-aside. Prospective Contractors are cautioned that proposals submitted in response to this solicitation must meet the criteria identified by 38CFR, Part 74. The SDVOSB concern agrees that in the performance of the contract, the concern will comply with the limitation on subcontracting requirements in 13 CFR §125.6. Any person, persons, or business entity suspected of misrepresenting itself for the purpose of securing a Government contract may be criminally investigated and prosecuted for fraud against the United States of America. Parties found misrepresenting their status also risk debarment from further Government contracts. For a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a prospective contractor, the firm must be verified and registered in the Department of Veteran Affairs (VA) Office of Small & Disadvantaged Business Utilization (OSDBU) Vendor Information Pages (VIP), VETBIZ (www.vip.vetbiz.gov), and registered in the System for Award Management (SAM) database (www.sam.gov) at time of submission of their proposal. Failure of a prospective SDVOSB to be verified by the Center for Veterans Enterprise (CVE) at the time of submission shall result in elimination from consideration. All Joint Ventures must be CVE verified at time of submission and submit agreements that comply with 13CFR 125.15 prior to contract award. The Contractor shall provide all construction services to include labor, equipment, materials, supervision, and all other resources necessary for Chiller Plant Upgrade B138 at the Tuscaloosa Veterans Affairs (VA) Medical Center in accordance with the Statement of Work (SOW). PROJECT NO./TITLE: Project # 679-17-101, Chiller Plant Upgrade-B138 Work Location: Tuscaloosa VA Medical Center, Tuscaloosa, Alabama. Estimated/Target Completion Period: 365 calendar days after Notice to Proceed (NTP). This is a bid build/project/solicitation that will use a Performance Price Tradeoff (PPT) source selection process. Magnitude of Construction Cost range is between $2,000,000 and $5,000,000. The NAICS code is 236220/size standard is $36.5 million. Work includes the demolition of the sites cooling towers, all associated condenser water piping at the site s chiller plant, install new cooling towers, install new condenser piping, remove and replace with new valves indicated in the A/E construction drawings, the demolition of all the chiller plant chilled water pumps and replaced with new chilled water pumps, installation of new maintenance catwalk platforms, and the removal and replacement of chillers as indicated in the construction drawings. Selection Criteria: This requirement will be procured utilizing Performance Price Tradeoff (PPT) source selection procedure. Submission Criteria/Requirements: Solicitation 36C24719R0039 will be posted to the Federal Business Opportunities (FBO) website on or about 01/28/2019. All solicitation packages and amendments must be accessed on line. No Telephone requests will be accepted. All amendments issued to this solicitation will also be available at this website and will not be mailed. Offerors are advised that they are responsible for obtaining amendments. Site Visits: A ONE-TIME organized pre-proposal site visit will be held and the date and time will be announced in the solicitation when it is posted to FBO.
