Description

1. Project Description: The general scope of this requirement is a Design-Build Construction Contract for the construction of a two-module Type I aircraft maintenance hangar (approximately 110,000 SF) and associated airfield pavement for aircraft ingress and egress to hangar and operational storage. The new facility will contain high-bay space, shops and maintenance space, secure spaces, operation, training, and administrative space. The maintenance hangar will require a special foundation, overhead bridge crane, and elevators. Project includes all pertinent site improvements, site preparations, mechanical and electrical utilities, telecommunications, emergency generator, landscaping, drainage, parking, and exterior lighting. Mechanical systems will include compressed air, HVAC systems, potable and fire protection water distribution, aqueous film-forming foam (AFFF) system, sanitary sewer, and storm water systems. Project includes demolition of existing hangar A-936 upon completion of the new aircraft maintenance facility. The contractor shall perform all services necessary for the Replacement of the Aircraft Maintenance Hangar, Naval Air Station (NAS) Key West, Florida in accordance with the Request for Proposal (RFP). 2. Procurement Method: Contracting by Negotiations “ Two Phase Design-Build Selection Procedures. Best Value Utilizing the Tradeoff Approach. 3. The NAICS Code for this procurement is 236220 and the annual size standard is $36.5 Million. 4. The estimated cost of construction, including demolition of existing facility, is between $25,000,000 and $100,000,000. 5. This is a new procurement. It does not replace an existing contract. 6. The proposed contract will be solicited as Unrestricted Full and Open Competition. 7. Offerors can view and/or download the solicitation, and all attachments, at https://www.neco.navy.mil/ when it becomes available. Tentative Dates: Two-Phase Design Build Selection process, FAR 36.300. a. Phase One RFP will be issued on or about 31 January 2019 with Phase One proposals due on or about 5 March 2019. b. Phase Two RFP is tentatively scheduled to be issued on or about 29 March 2019 with Phase Two proposals due on 1 May 2019. c. Contract Award is anticipated September 2019. d. Contract period of performance is estimated at 815 days from date of award. 8. The solicitation should be available on this site on or about 31 January 2019. 9. The solicitation utilizes source selection procedures which require offeror to submit technical and price proposals for evaluation by the Government. Technical Factor to be evaluated are Technical Approach, Experience, Past Performance, Safety, Technical Solution, Energy Design Reduction, and Small Business Utilization. 10. Offeror shall submit with their offer a bid bond of at least 20 percent of the bid price but not exceeding $3 million of the amount, for Davis Bacon Act (DBA) work.
