- In accordance with FAR 13.106-1 (c )(1), the Department of Veterans Affairs intends to perform oral solicitations for 1 EA Iridex IQ 577 laser system and 1 EA Iridex IQ 532 laser system. This will be set-aside for SDVOSB s. To be considered eligible for award all SDVOSB s must be registered/verified through Vetbiz.gov. If you wish to be included in this solicitation, please respond electronically to gregory.watson2@va.gov by 5 PM PST Monday January 21st 2019. This solicitation will be performed on Tuesday January 22nd. Salient Characteristics 532 nm wavelength Can deliver up to 2500 mW of laser power High speed with pulse durations from 10 to 3000 ms Dual port for simultaneous connectivity of laser delivery devices Must have Wireless Footswitch Must have micropulse technology which breaks up the continuous wave beam into short pulses; adjustable duty cycles from 0.4% to 50% and preset selections of 5%, 10%, 15% duty cycles. Must have Laser indirect ophthalmoscopy option Must have wheelchair table Must have slit lamp that can mount to TxCell laser Must have beamsplitter and co-observer tube Must have safety glasses Must have multi-spot pattern scanning for pan retinal photocoagulation such as 2x2; 7 x 7 grid, circle and triple arc. Must have target grid Must have single spot mode and multisport patter mode Must have standard photocoagulation settings, fovea-friendly micropulse laser therapy for retinal diseases and micropulse laser trabeculoplasty for repeatable glaucoma TxCell must be in Haag-Streit Style configuration for slit lamp Must have voice confirmation of power settings The Iridex IQ 577 laser system is a yellow laser with micropulse technology that is used for retinal and glaucoma laser procedures. The 577nm allows for peak absorption in oxygenated hemoglobin. Salient Characteristics 577nm wavelength allows for peak absorption in oxygenated hemoglobin and dense ocular media and lower transmission to deeper tissues. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies.
