- Request for Information Office of Procurement, Acquisition and Logistics (OPAL) PBM ADS Mobile Application 1.0 RFI Instructions This Request for Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information provided. The Government is not responsible for any cost incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested party s expense. Not responding to this RFI does not preclude participation in any future Request for Quote, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Responses should clearly mark any information that is proprietary, restricted or competition sensitive information. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. Provide the following: Summary describing your technical approach to meet the requirements as stated in this RFI. Generic capability statements will not be accepted or reviewed. Offerors shall be aware that the file size for email submissions is 5MB and zip files cannot be submitted. 2.0 Background/Objective The mission of the U.S. Department of Veterans Affairs (VA) is to fulfill President Lincoln s promise To care for him who shall have borne the battle, and for his widow, and his orphan by servicing and honoring the men and woman who are America s Veterans. The mission of the VA Pharmacy Benefits Management (PBM) Academic Detailing Service (ADS) is to promote evidence-based care of Veterans. VA ADS s goals are to promote quality care through policy, program development and operational oversight using innovative approaches and technologies. This is accomplished by leveraging field-based clinician expertise and providing on-going monitoring of the quality of healthcare being delivered to our Nation s Veterans. ADS creates educational materials, including provider guides and fact sheets, that are used in Academic Detailing which is defined as an in-person educational outreach visit. Education materials for patients are also created by ADS and made available for providers to disseminate to patients. To better support the dissemination and accessibility of this information among patients and providers, ADS requires these educational materials to be made available for view at all times via any smartphone or tablet device. Therefore, ADS is seeking the development, implementation and maintenance of a mobile application that will allow patients and providers to view ADS educational materials on all smartphone and tablet platforms. 3.0 Responses Refer to the following public facing website to view current documents that support the PBM application: https://www.pbm.va.gov/PBM/academicdetailingservicehome.asp The page limit for the response is no more than 5 pages. Respondents shall include the following in their submissions: Name of Company: Cage Code and DUNS Number: Address: Point of Contact /Company Representative: Phone Number: Email Address: Identify existing contract vehicles (VA, GSA, NASA SEWP, etc.) of which you are a contract holder and can be utilized to procure the required services. Provide Small Business Size Standard and list all NAICS codes. Please indicate your company s size and socio-economic status. If there are any vendor questions regarding the requirement, the Contracting Office will coordinate a comprehensive response and post to Federal Business Opportunities Page (FedBizOps). Provide a summary of your technical capability to meet requirements, to include: Indicate the document format required to properly display content via smartphone and/or tablet utilizing the proposed application. Will the application support native.PDF format or will the documents need to be converted to another compatible format? Where will the documents be hosted? Can the documents reside on the VA controlled SharePoint or will the documents have to be hosted locally by the Contractor? Please include labor categories and provide a Rough Order of Magnitude (ROM) (Not a Quote) detailing the costs associated to accomplish the requirements. Please provide your technical comments/recommendations specific to VA s objective for this effort that should be considered in order to contribute to a more accurate and complete set of requirements, proposal submission and efficient, cost effective effort. If a small business, describe your type of small business. Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? Are you able to comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? For SDVOSB/VOSB firms, indicate whether at least 50% of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB firms.
