- Request for Information Windows 10 Migration Project This effort is intended to be competed under the Transformation Twenty One Total Technology Next Generation multiple award, indefinite delivery, indefinite quantity contract using fair opportunity procedures in accordance with Federal Acquisition Regulation 16.505. This request for information (RFI) is issued solely to ascertain rough orders of magnitude (ROMs) and proposed strategies for providing the services outlined in the attached Statement of Objectives, and to determine if this requirement shall be set aside for small businesses. Do not submit a proposal. The Government requests that ROMs be as detailed as possible and, at a minimum, address labor, materials, and travel costs, if applicable. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. Any questions pertaining to this RFI shall be submitted via email to Contract Specialist Lana Farber at Lana.Farber@va.gov. It is requested that interested vendors also respond to the following questions: Provide a summary of your technical capability to meet the requirements. Specifically: Small businesses should also include information as to: The intent and ability to meet set-aside requirements for performance of this effort, if applicable. Information as to available personnel and financial resources. Information as to proposed team members, the percentage of work each is to perform and which requirements are planned to be subcontracted. SDVOSBs must indicate whether at least 50% of the total cost of the requirement is planned to be expended for prime employees or employees of other eligible SDVOSB firms. This should also include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB requirement. Has the draft requirements document provided sufficient detail to describe the technical requirements to be performed under this effort. ______ YES _______ NO (if No, answer question c) If NO, please provide your technical comments/recommendations on elements of the draft requirements document that may contribute to a more accurate proposal submission and efficient, cost effective effort. Provide approach and/or processes used for Human Resource Management. Identify any risks associated with executing this requirement.
