- VA Master Veterans Index, Bridge The Department of Veterans Affairs, Office of Acquisition Operations, Contracting Office, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to enter into a Task Order (TO) on a basis of an exception to fair opportunity for the Office of Information Technology (OI&T) Enterprise Program Management Office (EPMO). The TAC intends to award a sole source Firm-Fixed-Price (FFP) TO to By Light Professional IT Services INC (By Light) a Large Business, on T4NG for Identity and Access Management, Master Veteran s Index (MVI) Sustainment. Performance shall primarily take place at the Contractor s facility. The statutory authority permitting an exception to fair opportunity is Section 41 U.S.C. 4106(c)(2) as implemented by the Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(B), entitled Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The North American Industrial Classification (NAICS) for this effort is 541512. Based on the Independent Government Estimate, the anticipated dollar value of the proposed FFP acquisition is $XXXX, for a 45-day base period of performance, with four 1-month option periods. Estimated date of award for this action is February 14, 2019. The TO is intended to bridge the gap in service when the existing Transformation Twenty One Total Technology T4 Contract VA118-11-D-1004 TO VA118-1004-0065, which ends on February 14, 2019 and when the competitive TO is awarded projected for early February 2019. VA anticipates the award associated with this draft PWS to be on a sole source basis to the incumbent contractor, By Light to ensure continuity of services and the ability to provide MVI sustainment in accordance with the draft PWS to ensure continuity and maintenance of MVI for consuming applications VA wide. Government believes that only the incumbent Contractor is capable of providing this level of support due to the following reasons: The current contractor is the only source that will be able to provide resources and amass the knowledge and expertise necessary for the two-six months of continued services to successfully provide MVI sustainment without any disruption in service; The current contractor is the only source with resident resources who are fully on-boarded with appropriate permissions to access all required systems, any change in contract staff will require no less than 30-60 days of transition. Additionally, please provide rationale why the Government s assertions above that only the incumbent Contractor is capable of providing this level of support due to the aforementioned reasons is inaccurate. (3) Small businesses should also include information as to: the intent and ability to meet set-aside requirements for performance of this effort, if applicable information as to available personnel and financial resources Information as to proposed team members, the percentage of work each is to perform and which PWS requirements are planned to be subcontracted SDVOSB/VOSB will not pay more than 50 percent of the amount paid by the Government to it to firms that are not Service Disabled Veteran-Owned Small Business as defined by VAAR 852.219-10 (JUL 2016) (DEVIATION).
