- Pre-Proposal Conference Announcement In accordance with the Federal Acquisition Regulations (FAR) 15.201, this notice is to announce that a Pre-proposal conference will be held for VA Solicitation #36C24419R0026 Altoona PA, VA Medical Center Nursing Home Services on Tuesday January 22, 2019 (Eastern Time) to be conducted via phone conference. Call in information is provided below. The purpose of the Pre-proposal conference is to brief prospective offerors after a solicitation or Request for Proposals (RFP) has been issued but before offers/proposals are submitted. All potential offerors shall be provided with a summary of the meeting and questions and answers presented at the meeting via Federal Business Opportunities (FBO). During the Conference the Contracting Officer will provide potential offerors with a summary of the solicitation including the Performance Work Statement (PWS), Instructions to Offerors (Section E of the RFP) in submitting proposals, and the Evaluation Criteria which will be utilized to evaluate proposals submitted. Offerors are asked to submit written questions in advance to Herbert.byrns@va.gov. Offerors are advised that: Remarks and explanations at the conference shall not qualify the terms of the solicitation Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. Should any conflict appear between information provided at the conference and the RFP, the information in the RFP shall take precedence. Potential offerors calling into the conference will be asked to state their name and company affiliation.
