Description
The Veteran s Administration (VA) Office of Research and Development, Service Area Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Thermo Fisher Scientific based in Asheville, NC. The requirement is to provide equipment validation services on 22 freezers currently installed Thermo Fisher Scientific Ultra Low (-80C) freezers for the VA in Albuquerque, NM. The specific work to be performed includes: Installation Qualification (IQ)/Operation Qualification (OQ)/Performance Qualification (PQ) services on all 22 freezers with 10 also requiring Temperature Mapping services. Provide all documentation certifying results of services performed. Services may require multiple visits. Contract services shall ensure that the equipment functions in conformance with the latest published edition of the applicable standards, such as: NFPA-99, UL, OSHA, VA, CDRH, etc. and the Manufacturer's Performance standards/ specifications as used when the equipment was originally procured and that any upgrades/updates will meet the stated standards/specifications. The planned performance is twelve (12) months from the date of contract award. The requirement will take place at a VA facility Albuquerque, NM. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Tuesday, Jan 22, 2019, (10:00 AM, EST). Interest, to include a capability statement explaining how the potential offeror may fill the requirement may be sent electronically to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement will be based upon the responses to this notice is solely within the discretion of the Government.
