- This is a Sources Sought Notice. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Bath, NY for the purpose of collecting information about Three (3) Year Electrical Testing for the Canandaigua VA Medical Center. The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 238210 Electrical Contractor and Other Wiring Installation Contractors. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Canandaigua VA Medical Center. Please note at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the concern for a proposal to be considered for a small business set-aside. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Janine Childs at Janine.Childs@va.gov. Phone calls will not be accepted. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. STATEMENT OF WORK Three (3) Year Electrical Testing for the Canandaigua VAMC This firm fixed price purchase order is for a service maintenance agreement for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all of its components at the Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, New York 14424-1159, USA facility. These work items are referenced as maintenance and testing in this document, hereafter. The period of performance shall be completed 120 days after award, with three months for testing and one month to compile report and submit. This Statement of Work (SOW) describes the requirements for the Qualified Electrical Contract Professionals known as Contractors in this document, hereafter. Contractors who are contracted by VHA Medical Center to perform maintenance and testing of the Electrical Power Distribution System and all of its components shall meet all requirements stated in Section A.3.1 of this SOW. This SOW also describes the requirements to establish maintenance and testing reports. A.3.1 QUALIFICATIONS OF CONTRACTORS Contractors shall be experienced Electrical Contractors, having properly trained and licensed permanent staff required to perform the proposed work. Electrical Contracting (i.e. the construction, repair, testing and maintenance of industrial and commercial electrical distribution systems) shall be the primary interest/specialty of the Contractor s business. Contractor personnel shall be certified by the International Electrical Testing Association (NETA) or an equivalent certifying organization as Certified Technicians. Every contractor worker on site must complete the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Proof of OSHA 10 hr. training will be required as part of the submittal process. Contractors shall have technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, motor control centers, wiring, transformers, meters, and other electrical appurtenances. Contractors shall have safety trainings either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available at the time of work, the contractor Employer shall certify that he/she has met this requirement in writing, and submit it to the VA Contracting Officer prior to work. All certificates must be received prior to project completion/acceptance from the VAMC. Contractors shall have ready access to the latest versions of the following references: NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. NFPA 110, Standard for Emergency and Standby Power System. OSHA Standard 29 CFR 1910, Subparts I & S InterNational Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications. Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Contractors shall be available for completion of all items contained in this Statement of Work within the targeted timeframe of completion of 120 days from notice of award. Please note that testing should be completed within 90 days and the report should be compiled and send 30 days thereafter. A.3.2 SCHEDULE Inspections must be coordinated with the Contracting Officer Representative (COR). The contractor shall provide a detailed schedule and advance notice before arriving on station to begin any work as described herein. This advance notice must permit the VA to notify personnel in the affected buildings of the impending work. In no instance will this advance notice be less than fourteen (14) calendar days. The contact person for all advance notices will be the facility Engineering Department at (585)393-8185. A significant portion of the work (up to 50%) will need to be coordinated during off-hours (weekend or between 4:30 pm and 8:30 pm on weekdays), this shall exclude Federal Holidays. The following are Federal Holidays observed by the facility and the Contractor shall not expect access to the VA Facility of VA employees on these dates unless notified otherwise by the COR. New Year's Day Labor Day Martin Luther King, Jr. Columbus Day Washington's Birthday Veterans Day Memorial Day Thanksgiving Day Independence Day Christmas Day A.3.3 WORK TO BE PERFORMED Work items, definitions, and references shall comply with the latest edition of the NETA Maintenance Testing Specifications. See attached Equipment Inventory list for mane plate data and equipment locations. Below is a list of electrical equipment that shall be maintained, and tested: Switchgear and Switchboard Assemblies Transformers, Dry Type, Air-Cooled, Low-voltage, Small. Transformers, Dry Type, Air-Cooled, Low-voltage, Large. Transformers, Liquid-Filled. Metal Enclosed Busways. Switches, Air, Low-Voltage. Switches, Air, Medium-Voltage, Metal-Enclosed. Switches, Oil, Medium-Voltage. Switches, Vacuum, Medium-Voltage. Switches, SF6, Medium-Voltage. Circuit Breakers, Air, Insulated-Case/ Molded-Case. Circuit Breakers, Air, Low-Voltage Power. Circuit Breakers, Air, Medium-Voltage. Circuit Breakers, Oil, Medium and High-Voltage. Circuit Breakers, Vacuum, Medium-Voltage. Circuit Breakers, SF6. Protective Relays, Mechanical, and Solid State. Protective Relays, Microprocessor Based. Grounding Systems. Ground-fault Protection Systems. Motor Control, Motor Starters, Low-Voltage. Motor Control, Motor Starter, Medium-Voltage. Emergency Systems, Engine Generators. Emergency Systems, Automatic Transfer Switches. Medium Voltage Cabling. Infra-Red Scanning: Infra-Red Scanning must be performed while the Electrical Power Distribution System is energized. Appropriate safety precautions must be taken before, during and after scanning the system. Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers specifications. Contract should include one day of follow-up testing (within 6 months) to retest deficient or corrected items. An electrical shut down of utility supplied power will be conducted during the time-frame of the work performed in this scope of work. The period of shut down will be four (4) hours. During this time, power will be provided to emergency circuits by the on-site emergency power generators. Contractor will utilize this time to accomplish work on any de-energized system components. Contractor will coordinate with the utility provider and the on-site Electrical Supervisor for the scheduling of shutdown times and dates. Perform Megger Insulation Resistance Testing on building feeds (normal and emergency power). The following buildings will be tested as part of this scope of work: 4, 5, 6, 10, 11, 12, 16, 34, 36, 37 and 80. Contractor will provide a detailed report of testing for future comparison. A.3.3 SUMMARY OF WORK/REPORT Provide complete written report of the work. Information shown in the report shall be as following: Company s name, address, telephone & FAX numbers. Name and signature of contractors who perform the maintenance and testing. VA Work Contract Number, name and number of VA Contracting Officer. Date and Time of work. Copies of contractors valid licenses, professional and training certificates. Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera. Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested. Descriptions of work items. Test data. Reference materials such as equipment manufacturer s specifications, coordination study, etc. Remarks on conditions of electrical equipment. List all deficiencies, if any. Recommended corrective actions, if any. Submit four (4) hard copies of the complete written report, and two (2) CD-ROMs or DVDs of the electronic version of the report in Microsoft Word format to the COR within seven (7) calendar days of visit and one (1) hardcopy of the report to the Contracting Officer. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer, and Chief of Engineering Service for immediate actions.
