- This firm-fixed-price contract was awarded on a sole source basis, without competition, as an 8(a) source-directed acquisition in accordance with Federal Acquisition Regulation (FAR) 19.8, Contracting with the Small Business Administration (The 8(a) Program), the FAR supplements, and with the "Partnership Agreement between the U.S. Small Business Administration and the U.S. Department of Defense," identified at Defense Federal Acquisition Regulation Supplement 219.800(a). The purpose of this effort is to provide the 848th Supply Chain Management Group (SCMG) with advisory and assistance services for material forecasting, supportability analysis, logistics analysis services, and inventory research and analysis assistance. The purpose of the forecasting support is to provide dedicated staff in support of forecasting processes, as opposed to spreading forecasting responsibilities over multiple organic organizations and functions. The forecasting support is designed to detect demand triggers in a timely manner and to develop and to process Demand Data Exchange (DDE) submissions to ensure material supportability outside lead time. The purpose of the supportability efforts is to leverage a combination of data automation and end item expertise in order to systematically detect projected material shortfalls with as much lead time as possible. The logistics analysis functions consist of a variety of analyses for customer-identified requirements for Mission Impaired Capability Awaiting Parts (MICAPs), backorders, and other specified queries. The analyses also include root-cause analysis and associated 848 SCMG root-cause process support regarding supply chain performance. Additionally, the effort requires the performance of time sensitive data analyses in response to short notice taskings. The purpose of the inventory research and analysis assistance is to provide desk-side support to the 848 SCMG Item Managers, Material Managers, and Production Management Specialists (IM/MM/PMS) as part of an effort to mitigate and resolve supply chain problems and issues found in Financial Improvement and Audit Readiness (FIAR) audit reports. Contractor support is needed to detect and analyze various system and data disconnects, (i.e., Commercial Asset Visibility Air Force (CAV AF), D035, and the D200 Asset Reconciliation (A-R)), and to assist the IM/MM/PMS in understanding inventory tracking processes and resolving errors caused by system disconnects and data mismatches. Contractor Research Assistants are needed to work FIAR-related issues in coordination with the appropriate IMS/MM/PMS to perform causative research; for example, when the quantity of assets shipped to or from Contractors for repair differs from the quantity received or is reporting--either over or under--in CAV AF or D035, leaving unresolved discrepancies.
