- This is neither a request for quote or proposal, nor an invitation for bid. The intent of this pre-solicitation synopsis is to inform potential offerors of this requirement. A sources sought notice was posted on November 9, 2018 under solicitation N4008519R3606 to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited to all small businesses. NAVFAC Mid-Atlantic s Office of Small Business Programs concurs with the determination to solicit as a total small business set aside. The requirement will involve providing all labor, management, supervision, tools, material, and equipment to remove, transport and dispose of sediment/sludge from the Water Treatment Plant settling basins located at Building 12A, Naval Station, Great Lakes, IL. Services will be performed once per year, for each year of the contract, with the first sludge removal occurring within 90 days of award, and subsequent removals occurring within approximately 10-12 months of the previous removal. It is estimated that 450 tons will need to be removed the first year, and 270 to 370 tons removed in the option years. The intent of the solicitation will be to award a service contract with a base period plus four (4) potential option periods. This is a total small business set aside. This office anticipates award of a contract for these services on or around April 15th. The NAICS code for this procurement is 562998 with a size standard of $7.5 million. OFFEORS MUST BE REGISTERED IN SYSTEM FOR AWARD MANAGEMENT (SAM) AND SAM MUST ACCURATELY DISPLAY YOUR SIZE AND OTHER INFORAMTION. If you are proposing as a Joint Venture (JV), your SAM records must reflect that your JV is active. Any small business proposing must be able to comply with the Limitations on Sub-contracting FAR 52.219-14, which in part states that for Services, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern .
