NAICS 488111 Air Traffic Control THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The Mission and Installation Contracting Command (MICC) Fort Bliss Texas, 1733 Pleasonton Road, El Paso, TX 79916 is issuing this Request for Information (RFI), in accordance with FAR 15.201(b). This is not a solicitation, this announcement does not constitute a Request For Quote (RFQ), Invitation For Bid (IFB), Request For Proposal (RFP), Request For Application (RFA) or an announcement of a solicitation nor does this announcement commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this announcement will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any resultant solicitation, if any, will be released through Federal Business Opportunities at https://www.fbo.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This RFI is issued for the sole purpose of MICC Fort Bliss to conduct Market Research in accordance with FAR Part 10. Description of Requirement: The NAICS for this requirement is 488111, Air Traffic Control services, with a size standard of $32,500,000.00. All interested businesses are encouraged to respond. The United States Army located at Fort Bliss (1st Armored Division), Texas, Airfield Division is seeking information regarding Air Traffic Controllers (ATC). The Contractor shall provide all personnel, equipment, supplies, and supervision, except as specified herein as government-furnished, and other items necessary to perform all Air Traffic Controller functions for the ATC Branch, Airfield Division, Directorate of Plans, Training, and Mobilization (DPTMS), Fort Bliss, Texas. ATC Services are required to provide equipment maintenance for all ATC associated systems, support all departing/arriving aircraft at the airfield located in El Paso International Airport's class C airspace, and also to provide flight following services via an Airspace Information Center supporting aircraft operating over all Fort Bliss utilized airspace. Fort Bliss currently has an Air Traffic Control Tower to control air and ground traffic, and an Airspace Information Center (AIC) that provides flight following services to aircraft flying in Fort Bliss managed airspace. These services shall be those of an Army non-approach control tower and a Fixed Base (non-tactical) AIC as specified in Federal Aviation Administration (FAA) handbook 7110.65 and TC 3-04.81 respectively, unless otherwise stated in Operations Letters, Letters of Agreement, or pertinent military directives. Performance shall be in accordance with the standards contained herein. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Texas State Law, Occupational Safety and Health Administration (OSHA) regulations, Army and Installation regulations. Anticipated period of performance is base year with four (4) option years.
