Description
Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans, New York Healthcare System is currently conducting a market survey for qualified firms capable of providing Auto-Recall Emergency System ". The North American Industry Classification System (NAICS) is 511210. Responses to this notice must be submitting in writing (email or fax) and must be received not later than January 25, 2019. No telephone inquiries will be accepted. This request for information (RFI) is posted for market research purposes ONLY. It is not a solicitation All interested parties should provide the following information via e-mail to the Contracting Officer by the stated deadline: Service specifications: The vendor must be able to provide a fully functional web based platform of template plans, forms and documents that can be revised to meet specific facility and network demands and standard regulatory requirements. The vendor will develop the platforms using existing VA forms and documents (i.e. hazard vulnerability analysis (HVA), situation status report, issue brief, evaluations forms). The platform will have a rapid search capability that will allow a word or phrase search of any individual facility or network documents. The system will also have the ability to create and facilitate the running of emergency exercises that includes the generation of victim cards from a database, build a master sequence of events list, and choice of injects to stimulate the play. The service will also include an automated recall system for all 12, 000 employees where the capability can blast out information to all or specific groups of employees, query individuals requiring a yes/no response. This function must be able to send voice and text messages. This database will store all calls and responses and maintain a log for compliance reports. The system must have a backup system or redundancies in place to ensure the system has uninterrupted functionality especially during high demand times of a real emergency. All contacts must be reached within a defined period of time, not to exceed one hour. Proof of secure site must be outlined and preventive maintenance of the system defined. To provide timely and correct information to notify personnel the following information may include: First and Last Name Home Address City and State Email Addresses Telephone numbers Fax Numbers Pager Numbers The purpose of this notice is to gain knowledge of potential qualified sources and their size classification (service-disabled veteran owned small business, veteran owned small business, Hub Zone, 8(a), small disadvantaged business, small business or large business), relative to NAICS 511210. For a Contractor to be considered one of the above socioeconomic classifications, they MUST conduct at least 51% of the work. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities which you have provided services to, DUNS number, address, point of contact and the size of your business pursuant to the following questions; (1) Is your business large or small? (2) If small, does your firm qualify as a small, emerging business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified Hub Zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned or Veteran Owned Small Business? If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in Central Contractor Registry (CCR) (see internet site: http://www.ccr.gov). Responses to this notice must be submitted in writing (email or fax) and received not later than January 25, 2019 at 4:00PM. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
