Description
THIS IS A SOURCES SOUGHT NOTIFICATION. THIS IS A MARKET RESEARCH TOOL TO DETERMINE THE AVAILABILITY OF SOURCES PRIOR TO ISSUING THE RFP. THIS ANNOUNCEMENT IS FOR INFORMATION AND PLANNING PURPOSES ONLY. The following information is provided to assist the NAVSUP Fleet Logistics Center “ Puget Sound (FLC-PS) in conducting market research of Industry to identify potential Small Business, Veteran “Owned Small Business, Service Disabled Veteran Owned Small Business, Certified HUBZone Small Business, Small Disadvantaged Business and Women Owned Small Business certified by the Small Business Administration (SBA) with current relevant qualifications, experience, personnel, and capability to perform at Manchester Fuel Depot in Manchester, WA. 1.0 GENERAL REQUIREMTNS: This is for a firm fixed price service. This document invokes the requirements applicable to the work to be performed on clay treating and additive injection for approximately 38,000 barrels (BBL) of Jet A fuel product during tank to tank transfers at the Manchester Fuel Depot (MFD). Work performed and accomplished shall be in accordance with the highest quality workmanship standards and practices commonly accepted in the commercial fuel quality industry. The Contractor is responsible for understanding and complying with all requirements specified herein. 1.1. Clay Treatment: Provide mobile clay filter unit(s), pre and/or post filters as necessary, and related appurtenances capable of treating the specified quantity of Commercial Jet A fuel. The off-specification fuel is stored in a 50,000 BBL underground storage tank. Treatment will be provided during tank-to-tank transfer to an adjacent 50,000 BBL underground storage tank using contractor provided hoses and connection fittings. Pumping will be provided by vertical turbine pumps integral to the tanks. Clay filter unit(s) must use Attapulgus clay or Fuller ™s Earth as the medium. Contractor to provide quality control testing during treatment and post treatment in accordance with the technical specifications contained herein. 1.2. Additive Injection: Following clay treatment provide services to inject approved Corrosion Inhibitor/Lubricity Improver (CI/LI) and Static Dissipater Additives (SDA) into approximately 38,000 barrels (BBL) of Jet A fuel product during tank to tank transfers. Additive injection will be provided during tank-to-tank transfer to an adjacent 50,000 BBL underground storage tank using contractor provided hoses and connection fittings. Pumping will be provided by vertical turbine pumps integral to the tanks. Contractor to provide quality control testing post additization in accordance with the technical specifications contained herein. 1.3. Location: This work is to be accomplished at the Manchester Fuel Depot (MFD), located in Manchester Washington, 98366. 1.4. Clay treatment quality control: Contractor shall perform real-time monitoring of the treated fuel effluent (e.g. visual, field conductivity measurement) throughout clay treatment to determine the treatment train is working correctly and filter elements and cartridges are still viable. 1.4.1. Periodically throughout clay treatment the government will pull samples of the treated fuel and run for JFTOT via ASTM Method D3241 at 260 oC to verify the treatment effectiveness. Passing JFTOT testing results are: less than 3 using the Visual Tube Rater (VTR) or a maximum of 85 nm using the Ellipsometric Tube Rater (ETR); and less than 25 mmHG pressure drop across the filter. Sample results will be shared with the contractor. 1.4.2. Following clay treatment of the fuel the contractor shall pull samples of the treated fuel and send to a qualified laboratory to run the full specification tests listed in Table 1 of ASTM Standard D1655. 1.4.3. Additionally, the fuel shall be tested for filtration time and total solids in accordance with MIL-DTL-83133J Appendix C. 1.4.4. If sample ports are not available on the contractor ™s equipment MFD operations personnel will assist in pulling samples from the tank containing the treated fuel. 1.4.5. Passing results of the ASTM Standard D1655 and MIL-DTL-83133J Appendix C tests are required before proceeding with additive injection. 1.4.6. Provide the government a copy of the laboratory report upon receipt. 2. It is requested that interested businesses capable of providing the engineering services sought submit to the contracting office a brief capabilities statement package demonstrating the ability to perform the requested service per the attached contract specifications. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm ™s qualifications to perform the defined work. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. Respondents will not be notified of the result of the evaluation. A. The documentation shall address, at a minimum, the following: 1) Name and address of firm 2) Data Universal Numbering System (DUNS) number 3) Commercial and Government Entity (CAGE) code number 4) Name of two principals to contact, including title, email address and telephone number 5) If applicable, Small Business designation/status (e.g., 8(a), HUBZone Small Business, Small Disadvantaged Small Business, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, et cetera). B. RELEVANT EXPERIENCE in performing efforts of similar scope and complexity for each of the 3 task PWS. The following Government or commercial information shall be provided for your firm ™s relevant experiences: 1) Contract Number (if applicable). 2) Indication of whether your firm acted as the prime contractor or was a subcontractor. 3) Contract period of performance and contract value. 4) Brief summary of work performed and how it relates to the engineering services sought by this Request for Information. 3. The Government will neither award a contract solely on the basis of this Sources Sought Synopsis nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. This sources sought synopsis does not constitute a Solicitation or a Request for Proposal (RFP), nor does this issuance restrict the Government ™s acquisition approach. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. All submittals received will be used only to determine if there is interest by qualified firms and will not be used in award.
