- CHEMICAL TREATMENT FOR BOILER PLANT, CHILLER PLANT, AND POTABLE WATER WELL This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Federal Acquisition Regulation (FAR 12.6) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number 36C256-19-Q-0150 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. Response Date (NLT): February 06, 2019 Response Time (NLT): 10:30am (Central Time) Point of Contract: Only electronic offers will be accepted: Joel Dingle, Contract Specialist; Email: joel.dingle@va.gov The overall purpose is to provide for chemical water treatment of boiler plant water and steam, chillers (both condenser (including cooling towers) and water side), heating hot water and potable water well to achieve specified results. Contractor shall provide all supplies and technical advisory services including reports for proper water chemistry treatment. This contract also includes preventive (PM) and corrective maintenance (CM) of the two ENVIROTOWER systems at the facility. Maintenance of the ENVIROTOWER systems will be performed by personnel who have at least two years of experience working on these types of systems. All work shall be completed in accordance with the Performance Work Statement (PWS) entitled, Chemical Treatment for Boiler Plant, Chiller Plant, and Potable Water Well. The Performance Work Statement within this solicitation is a non-negotiable document. Offers/quotes shall not include edits, revisions, additions, deletions, alterations, or track change comments to the Performance Work Statement. This contract will be for a base plus 4 four option years. The associated North American Industry Classification (NAICS Code) is 238220. This solicitation is set aside 100 % for Service Disabled Veteran Owned Small Businesses (Total SDVOSB set aside). Offers shall only be accepted from eligible Service Disabled Veteran Owned Small Businesses (SDVOSB s). An eligible SDVOSB is defined as a Service Disabled Veteran Owned Small Business (SDVOSB) who has a non-expired, active profile/registration in the Vendor Information Pages (i.e. VetBiz https://www.vip.vetbiz.gov/ ). For your offer to be accepted (and for you to be considered for a contract award resulting from this solicitation) you must be an eligible SDVOSB with the appropriate active credentials in VetBiz. Upon receipt of offers, the contracting officer (or authorized representative) will verify that the offeror appears in VetBiz (i.e. The offeror has a non-expired, active profile/registration in this database). The contracting officer (or authorized representative) will verify the offeror s profile/registration in VetBiz through utilization of the offeror s DUNS number as it appears in the System for Award Management (SAM) database. Offeror s not appearing in the Vendor Information Pages (i.e. VetBiz) shall be removed from competition and shall not be considered for a contract award resulting from this solicitation. Site Visit is scheduled for January 30, 2019 at 10:30 a.m., Central Time at the Michael E. DeBakey VA Medical Center, Bldg 104, Chiller Plant parking lot. Directions from Old Spanish Trail Entrance #70, make first left turn toward the parking lot, press red button before the arm bar for the VA Police to let you in, then make the first right turn to park in the lot. Any potential changes to the Performance Work Statement or questions, noted during the site visit must be submitted in writing by the question due date. The Contracting Officer is the only person that is authorized to change the requirement via an amendment to the RFQ. Offerors shall provide business name, doing business as (DBA) name, mailing address, phone number, DUNS number, CAGE code, and proof of active SAM (System for Award Management Database) registration when submitting your offer in response to this solicitation. When preparing offers in response to this solicitation offerors shall refer to Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items which provides specific guidance and instructions for offer submission. Offerors shall also familiarize themselves with 52.212-2 Evaluation-Commercial Items which provides the criteria for how offers are to be evaluated to include the attachments in Section D which coincide with Performance Work Statement requirements and contractor performance metrics upon start of the performance period for this requirement.
