Description
The combined synopsis solicitation 36C10E19Q0046 0003 is amended as follows. Due to local inclement weather, the following additional site visit dates and times are being provided. Friday January 25, 2019 at 11:00 AM and Friday February 1, 2019 at 12:00 PM. Contractors are only required to attend one site visit but may attend more than one. The following are answers to vendor questions. 1-Question: Section 3.2 states: "Contractor employees shall have prior training and be certified in the disassembly of the Spacesaver or similar file systems." In talking with the Spacesaver corporation, "certification" is only required to maintain the integrity and warranted guaranties,  if the units are to be re-assembled at a later time and expected to be covered by the manufacturer from initial production defects.   Seeing that all units are to be scrapped, this should not be a requirement in the SOW.   Can this requirement be waived? 1-Answer: Yes. That requirement is waived. The requirement is changed as requested from prior training and be certified to experience. The intent is for the contractor s employees to have experience in disassembly of this type of equipment. 2- Question: Can we be provided a floor plan with dimensions prior to bid submission? 2-Answer: Yes. Please see attached files named North End Floor Plan, South End Floor Plan and BLDG 104 Plans-1st Floor. 3-Quentions: Can we be provided a current HVAC plan prior to bid? 3-Answer: Yes. Please see attached file named HVAC Ductwork-Without Stacks. 4-Question: Will Delivery/pick-up drivers (Scrap metal containers) be required to be submitted to background or can they be provided escorts onto and off the property.     4-Answer: No. General delivery drivers do not obtain background checks. However, once at their destination on campus they must be escorted by a cleared individual. All trucks entering campus must do so through the back gate on Planned Industrial Drive and are subject to inspection. The VA can coordinate with FPS for designated companies clearance through the back gate. 5-Question: The SOW indicates the contractor needs to build a negative air containment system while dismantling and scrapping the shelves.   Is negative air required?   5-Answer:   No. Due to the buildup of dust, we do not want it to be drifting out of the work area.   Therefore, isolation of the area with plastic and the use of engineering controls and PPE is required.   This is not a containment with negative pressure, but plastic erected at doorways, windows, etc. to prevent dust from escaping from the work area.   We are trying to prevent any exposure to occupied spaces and the environment.   A couple of air scrubbers could be used to help prevent re-entrainment of the dust.   The contractors will have to assess the respiratory hazards that their workers will be exposed to and provide adequate PPE. The VA will have the HVAC system turned off in each zone the contractor will be working in. Thus, there will not be a need to cover the intakes as the system will be shut down. 6-Question:   If the contractor moves the material out of the north end of the building, do they need to fully clean the material?   6-Answer:  No. The shelving does not need to be cleaned prior to moving to the dumpster.   However, if the North Dock is used, the material must travel through an occupied space.   Therefore, the shelving would have to be wrapped in plastic prior to moving it to prevent potential exposure to tenants.   If the Southeast dock/doors are used, there would be no need to wrap the shelving since it is path of travel is within the isolated area.   There are no other changes.
