Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to the University of Notre Dame du Lac upon the basis of the authority provided at FAR 13.106(b)(1). The requirement is for development of an unstructured ADCIRC mesh and associated model inputs for the prediction of accurate currents and water levels along the southern mainland Atlantic coastline, ranging from the Virginia-North Carolina state line southward around the tip of Florida, to also include the Florida Keys, and terminating its highest resolution elements at Naples, FL. The model parameter file as well as a series of nodal attributes, such as primitive weights for the continuity equation, Manning's n, directional wind roughness coefficient modifications, and internal tide coefficients, that pair with each mesh will also be developed to help improve the simulated predictive accuracy of the ADCIRC model. The ADCIRC model is a critical component of the CSTORM-MS, which is being used for the South Atlantic Coast Comprehensive Study. As a key developer of the ADCIRC mesh model Notre Dame was identified as the only vendor with the expertise to perform the research and the only source among ADCIRC mesh developers with subject matter expertise on the southern mainland Atlantic coastline within the model. Notre Dame is the only known entity than can meet the requirements.
