It is important, when and if, the formal solicitation is posted, to review the entire solicitation carefully to ensure an offer is in compliance with the formal solicitation as issued. *****28 August 2018***** PRE-SOLICITATION NOTICE REF N65236-18-R-0222 Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic is responsible for providing streamlined delivery of Electronic Security Systems (ESS) and Emergency Management System (EMS) Service solutions to the warfighter at shore installations worldwide in response to time sensitive, emergent mission and special security program requirements. The scope of this contract covers the entire spectrum of outcomes associated with the full lifecycle of delivery and support of ESS/EMS capabilities. The Performance Work Statement (PWS) covers requirements as it relates to ESS/EMS experience with specific Commercial Off the Shelf (COTS) solutions and variations of project environments that range in risk and complexity based on size and other factors. Support in the PWS includes incidental supply requirements and encompasses project/program management, engineering, and other technical support requirements associated with the development, delivery, and sustainment of ESS/EMS solutions. This is a pre-solicitation notice, and the Government anticipates that a formal solicitation will be issued in September 2018 under full and open competition. The Government anticipates award of a single-award, indefinite delivery, indefinite quantity (IDIQ), services and supply contract with a five-year ordering period. Delivery/task orders issued under this contract will be either Cost-Plus-Fixed-Fee (CPFF) or Firm-Fixed-Price (FFP) orders. The NAICS code for this effort is 541330, and size standard is $38.5 Million. This is a notice of intent, NOT a request for competitive proposals. This pre- solicitation notice is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. SPAWARSYSCEN) Atlantic requires support for the design, development, delivery, and sustainment of Electronic Security Systems (ESS) and Emergency Management System (EMS) solutions for Department of Defense (DoD) and various federal agencies. The proposed contract will provide streamlined delivery of Electronic Security System (ESS) and Emergency Management System (EMS) solutions to the warfighter at shore installations worldwide in response to time sensitive, emergent mission and special security program requirements. The scope of this contract covers the entire spectrum of outcomes associated with the full lifecycle of delivery and support of ESS/EMS capabilities. This PWS covers requirements as it relates to ESS/EMS experience with specific Commercial Off the Shelf (COTS) solutions and variations of project environments that range in risk and complexity based on size and other factors. Support under this PWS includes substantial supply requirements and encompasses project/program management, engineering, and other technical support requirements associated with the development, delivery, and sustainment of ESS/EMS solutions. Classified work shall be performed under this contract and subsequent task orders, as required. At time of contract award, the contractor shall have a TOP SECRET (TS) Facility Clearance Level and evidence of TS/Sensitive Compartmented Information (TS/SCI) Access. On 17 November 2017, SPAWARSYSCEN Atlantic issued a sources sought notice (SSC- Atlantic_MKTSVY_145EDT) via the Federal Business Opportunities (FedBizOps) website. Interested parties were encouraged to reply to the sources sought notice and were notified that the Government reserved the right to consider potential set- asides for small businesses. Based on market research results, this procurement will be conducted using full and open competitive procedures, and the Small Business Administration Procurement Center Representative has concurred with the decision. The Government anticipates a single award, indefinite delivery/indefinite quantity (IDIQ) services and supply contract with a five-year ordering period. Delivery/task orders issued under this contract will be either Cost-Plus-Fixed-Fee (CPFF) or Firm-Fixed-Price (FFP). The applicable NAICS code is 541330 with a size standard of $38.5 Million. The Government estimate for this effort is less than $100M. A draft performance work statement (PWS) is available at the SPAWAR e-Commerce website for industry review and comment. Potential offerors are requested to review the draft PWS and submit questions/comments. Questions regarding this announcement shall be submitted via the SPAWAR e-Commerce Central website https://ecommerce.spawar.navy.mil. Verbal questions will NOT be accepted. Please note that this is not a request for proposals. Responses to this pre-solicitation synopsis are not offers and do not commit the Government to contract for any supply or service whatsoever. At this time, the Navy is not currently seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice; all costs incurred or associated with responding to this notice will be solely at the respondent's expense. As posted to the Federal Business Opportunities website on 16 May 2018 under Special Notice N65236_SNOTE_000F832E, SPAWARSYSCEN Atlantic will hold an Industry Day for this requirement on 22 May 2018 from 0700 to 1030 at Trident Technical College, Culinary Arts Building 920. The purpose of this Industry Day is to: 1) provide specific information on the anticipated requirements for the Emergent and Special Security Solutions (ESSS) procurement; and 2) provide prospective offerors with an opportunity to ask questions and provide feedback to the Government. Attendance at the Industry Day is NOT a requirement and in no way prohibits any company from submitting a proposal in response to any forthcoming solicitation. Further, prospective offerors are not required to attend the pre-solicitation conference in order to obtain presentation material or submit questions.
